Planning to work in Bahrain as a nurse, doctor, dentist, pharmacist or allied health professional? Before spending money on verification or an exam, it helps to understand which part of the process comes first.
Bahrain’s National Health Regulatory Authority, usually called NHRA, assesses healthcare professionals for licensing. The online professional application portal is Mehan. Your qualification, registration, experience and intended professional title determine how your application is assessed.
This guide explains the main route and gives extra attention to nurses applying from overseas. Different professions have different qualification requirements, so use the NHRA document for your own profession before opening a paid application.
Reviewed: 28 October 2026. Some official guidance available online carries earlier publication dates. Requirements and payment amounts must be checked against the current NHRA instructions and your application.
The NHRA (National Health Regulatory Authority) licensing process in Bahrain requires several important documents for nursing professionals seeking licensure:
- Recent Passport-size photo with a white background.
- Passport.
- Attested College/University Diploma or degree certificate by the Ministry of Foreign Affairs and Bahrain Embassy.
- College/University Transcript of Records/mark list of whole years of study.
- Professional Registration license and renewal (if applicable).
- Good Standing Certificate issued by the licensing authority of the country where the applicant last practiced (valid within 6 months).
- Updated Resume.
- Work experience certificates.
- Verification report through Dataflow or Quadrabay for all qualifications, full experience, good standing certificate, and license.
- Job offer or offer letter from the prospective employer in Bahrain.
Official websites you will need
| Website | Purpose |
|---|---|
| NHRA | Official licensing guidance, profession-specific requirements and circulars |
| Mehan | Healthcare professional applications and account access |
| Munshaat | Facility-side system; your employer handles the facility invitation |
| DataFlow for NHRA Bahrain | Start verification through the provider’s official NHRA page |
| Prometric NHRA | Examination information and booking route after NHRA approval |
| LMRA | Employer/work-permit matters |

The application process involves verification of documents through Dataflow or Quadrabay. Once the data flow is completed, the applicant receives an invitation from the facility through the electronic system (munshaat.NHRA.bh). The applicant then signs up and completes the application request by uploading all required documents, paying the application submission fees of 20 BD.
Mehan is a professional licensing portal. Submitting a license application does not apply for a hospital job. Recruitment is handled separately by employers.
Who needs to check NHRA eligibility?
Applicants should identify the correct profession and title before applying. A nursing qualification cannot be assessed using the requirements for doctors or pharmacists. A general nurse and a specialist nurse may also need different evidence.
Check these points first:
- Is your qualification recognized for the title you want?
- Does the programme meet the required duration and clinical-training criteria?
- Do you have the relevant professional registration?
- Is your experience acceptable for that category?
- Does a break from clinical practice affect your application?
- Do you need an examination, or can NHRA assess an existing result?
An employer’s recruitment criteria can be stricter than the regulator’s minimum requirements.
Documents to prepare
The Bahrain government licensing checklist covers the following core records. The application may request additional documents.
| Document | Preparation advice |
|---|---|
| Valid passport | Upload a complete, readable copy |
| Identity card/CPR | Supply at the stage required for your application |
| Employer letter | Coordinate the employment and facility requirements with your employer |
| Academic qualifications | Provide the accredited/attested copies requested |
| Verification report | Cover qualifications, experience, professional registration and good standing as required |
| Professional license | Include the relevant previous-country registration and renewal evidence |
| Experience letters | Ensure dates, title and employer details agree with the application |
| Good Standing Certificate | Obtain it from the relevant professional regulator |
| CV | Match employment dates to your supporting records |
| Personal photograph | Follow the portal’s current image instructions |
| Health-fitness report | Follow the current application and employer instructions |
Keep transcripts, mark sheets, internship/clinical-training records, specialty certificates and name-change evidence ready if requested. These supporting records are not automatically mandatory for every profession.
For nurses, the published PQR requires a Good Standing Certificate issued within six months of the licensing application, from the relevant regulator in the country of last employment. An employer recommendation does not replace regulatory good standing.

How to apply for an NHRA Bahrain license
Step 1: Review your profession’s qualification requirements
Start with NHRA’s Health Profession Regulation guidance and read the Professional Qualification Requirements, often shortened to PQR.
Choose your intended title carefully. Additional qualifications do not automatically produce a higher classification; NHRA assesses the complete record.
Step 2: Coordinate with the Bahrain employer
For the usual non-Bahraini employer-linked route, ask the facility to arrange the required invitation through its NHRA system. Follow the invitation and current NHRA instructions for your application.
The general Mehan website has a Sign Up option. Creating an account alone does not establish eligibility or replace facility requirements.
Step 3: Arrange primary source verification
Primary source verification, or PSV, checks records with their issuing organizations.
DataFlow has an official NHRA Bahrain service page. Start there, select the correct regulator and package, and check which documents the package covers before paying. Complete the identity details, upload clear records, sign the required consent and keep your case reference.
Verification and attestation serve different purposes. Do not assume that an attested certificate removes the need for PSV.
Step 4: Complete the Mehan application
Register or sign in using the route relevant to your case. Complete the professional and employment information, upload the requested records, add the verification information and review the declaration carefully.
The government service lists a BHD 20 licensing application fee. Confirm the amount shown in your payment request. Keep the receipt.
Step 5: Respond to NHRA’s assessment
Monitor your account and application messages. If NHRA requests a missing record or clarification, answer that specific request with the correct evidence.
Avoid opening duplicate applications just because an assessment is pending.
Step 6: Obtain examination approval where required
NHRA’s examination instructions require a complete licensing application before examination approval. When an exam is required, NHRA issues an eligibility code through the online system.
Use the approved code to book the appropriate examination and upload the result as instructed. NHRA says exams attempted without its approval will not be accepted.
Step 7: Complete employment and final licensing requirements
After the professional assessment, coordinate the remaining approvals, work-permit matters, identity documents and health-fitness requirements with the employer and NHRA.
The non-Bahraini route includes an NHRA approval/LMRA stage before final licensing. Follow the requests displayed for your case rather than treating a passed exam as the final license.
Step 8: Pay the issuance fee and check the license
Pay the final notice through the official route. Review the issued license details, including your professional title and validity.
An exam result, a verification report and a professional license are separate documents. Confirm that the required license and employment permissions are in place before starting clinical duties.
Important points for nurses
The published NHRA Nursing PQR contains specific provisions on recognized education, clinical experience, recent practice and career gaps. It states that non-Bahraini applicants with a clinical-practice gap of three years or more cannot apply for a new professional license under that provision. Seek NHRA assessment if your history includes a long break.
The PQR’s nursing exam provisions distinguish nationality-based exemption from acceptance of certain Gulf exam results. It references DHA/HAAD, Qatar, Oman Registered Nurse and Saudi Nurse Specialist results; Saudi Nurse Technician is excluded. Acceptance remains subject to NHRA assessment.
Do not assume that a Gulf license, or five years of experience alone, automatically waives the Bahrain exam.
NHRA exam: pass mark, attempts and booking
There is a published-source discrepancy readers should know about: NHRA’s examination document states 50% for nursing, midwifery and allied professions, whereas Prometric’s NHRA page states 60% for all Bahrain licensure examinations.
Confirm the applicable standard with NHRA before relying on either figure. Check the approved exam title, code validity and booking conditions in your own authorization.
NHRA’s published examination instructions describe four attempts within three years of the first attempt. Additional retraining/attempt provisions include nationality restrictions; they should not be presented as a universal six-attempt entitlement.
NHRA Bahrain license fees:
| Item | Published amount or how to check |
|---|---|
| Licensing application | BHD 20 on the government service page |
| Nursing and allied new-license issuance | BHD 50 in NHRA’s published fee table |
| General doctor new-license issuance | BHD 60 in NHRA’s fee table; the government service page lists BHD 80, so confirm |
| Specialist doctor new-license issuance | BHD 80 in NHRA’s fee table |
| Consultant doctor new-license issuance | BHD 100 in NHRA’s fee table |
| Pharmacist new-license issuance | BHD 60 in NHRA’s fee table |
| Examination | Confirm during official booking |
| Verification | Confirm the provider’s current NHRA package and any additional-document charges |
| Other expenses | Budget separately for requested attestation, translation, good standing, medical checks and immigration costs |
These are published reference figures, not a guaranteed all-inclusive quote. The live payment notice and NHRA clarification should resolve any discrepancy. Consultancy support fees, if chosen, must be shown separately.
Can you use an existing DataFlow report?
DataFlow publishes a report transfer/re-issuance process for NHRA. Its instructions direct applicants to the gateway, select NHRA and the re-issuance package, and supply the previous report and identity documents.
Check whether your earlier verification covered the qualification’s programme duration. Additional verification may be needed for missing details or new records. Transferring the report does not transfer a professional license.
How long does the process take?
The full timeline depends on several parties: document issuers, the verification provider, NHRA, the examination provider and the employer.
Before agreeing to a joining date, check what remains outstanding. Verification can be delayed when a university, regulator or former employer has not replied. An incomplete application can also pause assessment.
Avoid relying on a fixed end-to-end promise without reviewing the individual case.
Common application problems
- Names differ across the passport, certificates and registration.
- Employment dates in the CV do not match experience letters.
- An expired or wrong-authority Good Standing Certificate is supplied.
- Verification does not cover all requested records.
- An exam is booked before NHRA authorization.
- An applicant chooses the wrong professional title.
- Recruitment, professional licensing and immigration approvals are treated as one application.
A careful document review before payment can prevent repeated corrections.
Frequently asked questions
Can I start the process from India?
You can review eligibility, prepare records and coordinate verification and employer requirements from overseas. Complete the licensing application through the official route relevant to your case.
Do GNM and BSc Nursing applicants have identical requirements?
Do not assume so. NHRA assesses the qualification, programme details, registration and experience against the intended title.
Is IELTS or OET required for everyone?
Do not present either test as a universal NHRA requirement. Check the relevant profession’s current requirements and any separate employer conditions.
Does passing Prometric guarantee a license?
No. Examination approval is one part of the assessment; the remaining requirements must also be completed.
Can I apply to RMS hospitals through Mehan?
Mehan handles professional licensing. Ask RMS for its recruitment vacancy link and application instructions separately.
Can a consultancy guarantee NHRA approval?
No. Only NHRA can make the licensing decision.
