Are you a Registered Nurse currently licensed in the United States and planning to work as an RN in British Columbia, Canada?

If you already hold an active U.S. RN licence and have passed the NCLEX-RN, British Columbia now offers an important streamlined pathway that can make the registration process significantly easier for eligible U.S. nurses.

The nursing regulator in British Columbia is the British Columbia College of Nurses and Midwives (BCCNM).

This pathway may be useful for nurses licensed through boards such as New York State Education Department (NYSED), Texas Board of Nursing, California Board of Registered Nursing, Florida Board of Nursing, Illinois Department of Financial and Professional Regulation, or another U.S. nursing regulatory body.

However, it is important to understand that this is not technically a direct “licence transfer.” You are applying for a new BCCNM Registered Nurse licence, while BCCNM verifies and recognizes your U.S. nursing licence, education, practice history and previous NCLEX-RN result.

Major Update: Expedited BCCNM Pathway for U.S. Registered Nurses

BCCNM introduced a streamlined application process for eligible U.S. Registered Nurses in 2025.

According to BCCNM, this expedited pathway is possible because U.S. and Canadian RN education and practice have significant similarities, both countries use the NCLEX-RN, and BCCNM can use systems such as NURSYS to verify U.S. licensing history, exam information and education.

One of the biggest advantages is that eligible U.S. RN applicants can apply directly to BCCNM without completing a separate education credential assessment through Inspire Global Assessments. Inspire itself specifically instructs U.S. RNs using the streamlined route to apply directly to BCCNM and not open an Inspire application.

This can considerably reduce the number of steps, cost and processing time compared with the traditional internationally educated nurse pathway.

Who Can Use the Expedited U.S. RN Pathway?

The expedited pathway is intended for eligible Registered Nurses associated with nursing education, registration and recent professional practice in the United States.

BCCNM specifically states that an applicant for the expedited pathway must have current licensure to practise as an RN through a U.S. licensing body and recent RN practice experience in the United States. BCCNM also looks at whether the applicant has completed nursing education and/or maintained substantial nursing practice during the previous 10 years.

Therefore, simply passing NCLEX-RN is not by itself enough to guarantee eligibility for the expedited pathway.

Important Difference

A nurse who has:

Passed NCLEX-RN + holds a current U.S. RN licence + has recent U.S. RN practice

may qualify for the streamlined U.S. pathway.

A nurse who has:

Passed NCLEX-RN but has never worked as an RN in the United States, or who does not meet the U.S. expedited pathway requirements,

may instead need to proceed through BCCNM’s regular internationally educated nurse pathway.

BCCNM makes the final decision based on the individual applicant’s education, licence history, practice history and other registration requirements.

Can Your U.S. NCLEX-RN Result Be Used in British Columbia?

Yes — for an eligible applicant, a previous U.S. NCLEX-RN pass can satisfy the regulatory examination requirement.

The NCLEX-RN used for initial Registered Nurse licensure in the United States is also the regulatory examination used for RN entry to practice in British Columbia.

BCCNM’s streamlined U.S. pathway specifically recognizes this fact. BCCNM can use NURSYS and information available through U.S. regulatory systems to confirm licensing history, examination results and education.

Therefore, an eligible U.S.-licensed RN who has already successfully completed the NCLEX-RN would normally not be expected to write the NCLEX-RN again simply because they are applying to British Columbia.

A more accurate term than “NCLEX score transfer” is:

Verification and recognition of your existing NCLEX-RN pass by BCCNM.

BCCNM may nevertheless require further examination or competency requirements in exceptional cases, particularly where significant time has passed since the exam or there are concerns regarding recent competence or nursing practice.

Step-by-Step Process: U.S. RN to BCCNM Registration

1. Confirm that you qualify for the U.S. expedited pathway. You should hold current U.S. RN licensure and have recent RN practice in the United States. Applicants with very old education or lengthy practice gaps may require additional assessment or education.
2. Create a BCCNM online account. Start an application for practising Registered Nurse licensure through the official BCCNM application portal.
3. Complete the BCCNM RN application. Enter your personal information, education details, nursing registration history, NCLEX information, professional practice history and declarations accurately.
4. Pay the BCCNM international RN application assessment fee. The current published 2026–27 international RN application assessment fee is CAD $690 plus GST.
5. Submit acceptable identification. First-time BCCNM applicants must provide two notarized identity documents. At least one must be government-issued photo identification. Notarization must be completed in person by a lawyer or notary public; BCCNM does not accept virtual notarization.
6. BCCNM verifies your U.S. nursing licence and NCLEX history. BCCNM may use NURSYS and other regulatory information to confirm your registration history, NCLEX result and education. If additional primary-source verification is necessary, BCCNM will provide instructions.
7. Complete employment verification. BCCNM will verify your current and previous RN employment. BCCNM provides the necessary instructions/forms, and required employer verification must be sent directly from the employer to BCCNM.
8. Complete the criminal record check requirement. New applicants undergo a criminal record check through the British Columbia Ministry of Public Safety and Solicitor General. BCCNM forwards the applicant’s consent and required payment to the Ministry. Fingerprints can be requested if the screening identifies a record requiring further verification.
9. BCCNM completes its registration assessment. BCCNM evaluates competence, nursing practice, registration history, good character, capacity to practise and other regulatory requirements. If substantial gaps or concerns exist, additional information, education, supervised experience or assessment may be required.
10. Pay the practising RN licensing fee and professional liability protection. Once BCCNM confirms that you meet the requirements, you will receive instructions to select your licence start date and complete the final payment.
11. Receive your BCCNM practising RN licence. Do not start practising as an RN in British Columbia until BCCNM has officially granted your licence. Once approved, your registration will appear in BCCNM’s public online directory.

Documents Required for U.S. RN to BCCNM Application

The exact documentation can vary according to the applicant’s history. The following documents and information should generally be prepared.

BCCNM’s identification requirements were updated in July 2026. Two valid identity documents are required, at least one with a government-issued photograph, and the documents must establish the applicant’s name, date of birth and signature. For first-time applicants, notarization must be conducted in person.

Do U.S. Nurses Need NNAS for BCCNM?

For an eligible U.S. RN applying through the current expedited BCCNM pathway, a separate NNAS assessment is generally not the starting route.

BCCNM’s streamlined process was specifically developed to eliminate the separate education credential assessment/evaluation previously required for eligible U.S. RNs.

This is an important update because older internet articles may still tell U.S. nurses to begin their British Columbia registration through NNAS or another credential-assessment pathway.

Always follow the current BCCNM U.S. RN pathway applicable to your individual circumstances.

Do U.S. Nurses Need Inspire Global Assessments?

Eligible U.S. RNs using the streamlined U.S. pathway should apply directly to BCCNM and should not independently apply to Inspire Global Assessments.

Inspire’s current British Columbia guidance specifically says that RNs practising, registered or educated in the United States who are using the streamlined process should apply directly to BCCNM.

However, if you do not qualify for BCCNM’s expedited U.S. pathway and must use the regular internationally educated nurse pathway, Inspire assessment requirements may apply.

This is why your individual profile should be reviewed before starting and paying for multiple applications.

English Language Requirement

All BCCNM applicants must be able to demonstrate adequate English-language proficiency for safe nursing practice.

BCCNM recognizes several types of evidence, including nursing practice in a predominantly English-language environment and approved English examinations where required. BCCNM currently recognizes IELTS Academic, CELBAN and OET as approved testing options under its published English-language standards.

For a nurse currently practising professionally in the United States, employment and nursing-practice evidence may be relevant to the English-language assessment.

However, BCCNM retains the authority to request formal language testing where necessary.

Therefore, do not assume that every U.S.-licensed nurse automatically receives an IELTS/OET exemption. The applicant should follow the specific instructions issued on the BCCNM file.

Criminal Record Check

A criminal record check is a mandatory part of the BCCNM registration process.

The check is performed through the British Columbia Ministry of Public Safety and Solicitor General, and all BCCNM registrants are subject to this screening requirement. BCCNM registrants are subsequently rechecked at required intervals.

Applicants should also make complete and accurate disclosures regarding any previous regulatory investigation, disciplinary matter, criminal charge or other matter requested in the application.

Failure to disclose relevant information can itself create problems with the applicant’s good-character assessment.

BCCNM Fees for U.S. Registered Nurses – 2026–27

BCCNM’s published practising RN licensing fee for April 1, 2026 to March 31, 2027 is CAD $781.10, while the international RN application assessment fee remains CAD $690 plus GST.

Practising B.C. nurses must also be eligible for Canadian Nurses Protective Society (CNPS) Professional Liability Protection. For 2026–27, CNPS lists an individual RN rate of CAD $88 plus GST, or CAD $68 plus GST for eligible NNPBC members.

NNPBC membership itself is optional, with the 2026–27 membership fee listed as CAD $64 including GST.

Therefore, using the published full-year BCCNM fees and the individual CNPS option, an applicant may budget approximately CAD $1,598 in major application, registration and professional liability costs, before any additional expenses.

Additional expenses can include notarization, document translation, state board verification, fingerprinting where required, courier charges, immigration expenses or additional education/assessment if BCCNM requires it.

Fees are subject to change, so applicants should always confirm the current amount before payment.

How Long Does the U.S. RN to BCCNM Process Take?

Processing time varies according to the completeness and complexity of each application.

BCCNM reported that, following the introduction of the streamlined U.S. pathway, the average total application time for U.S. RN and NP applicants had fallen to approximately four months, compared with more than eight months previously.

This should be treated as an average rather than a guaranteed timeline.

Applications may take longer if there are delays obtaining employer verification, discrepancies in identity information, incomplete licensure records, lengthy gaps in nursing practice, regulatory issues, criminal-record matters or additional competency requirements.

Submitting correct documents and arranging employer responses quickly can help avoid unnecessary delays.

Can a New York RN Apply to BCCNM?

Yes, potentially.

An RN currently licensed through the New York State Education Department (NYSED) may apply to BCCNM, provided the applicant meets BCCNM’s eligibility requirements.

The same general principle applies to nurses licensed through Texas, California, Florida, Illinois and other U.S. nursing jurisdictions.

The U.S. licence does not literally become a British Columbia licence. Instead, BCCNM evaluates and verifies the nurse’s U.S. registration and then issues a separate B.C. RN licence once all requirements have been satisfied.

Can a Texas RN Apply to BCCNM?

Yes.

A Registered Nurse holding a current Texas Board of Nursing RN licence can apply to BCCNM through the applicable U.S. RN pathway, subject to current licensure, recent U.S. practice and BCCNM’s other eligibility requirements.

Having already passed the NCLEX-RN is a major advantage because both U.S. boards and BCCNM use the same RN regulatory examination.

What if I Passed NCLEX but Never Worked in the USA?

This is a very important situation.

Passing NCLEX and obtaining a U.S. RN licence does not automatically mean that every applicant qualifies for BCCNM’s expedited U.S. pathway.

BCCNM specifically requires current U.S. RN licensure and recent U.S. RN practice for the expedited process.

Therefore, a nurse who obtained a U.S. licence through NCLEX but continued practising only in India, UAE, Saudi Arabia or another country may need an individual eligibility assessment and may be directed to the regular internationally educated nurse pathway.

The previous NCLEX-RN pass may still be relevant to the regulatory examination requirement, but it does not automatically waive all other BCCNM registration requirements.

What if My U.S. RN Licence Has Expired?

The expedited U.S. pathway specifically requires current U.S. RN licensure.

If your U.S. RN licence has expired, you should review whether restoring or renewing the U.S. licence is possible and whether you otherwise qualify for the expedited route.

Depending on your education, nursing experience and current registration history, BCCNM may instead direct you through another internationally educated nurse pathway.

Do I Need Canadian Work Experience Before Applying?

No prior Canadian nursing employment is stated as a basic requirement for applying through the U.S. pathway.

However, obtaining a BCCNM licence and obtaining permission to legally work in Canada are two separate processes.

A nursing licence does not automatically provide a Canadian work permit or permanent residency.

BCCNM itself strongly recommends that applicants understand the immigration or work-permit requirements applicable to them.

Important: Licensing and Immigration Are Separate

BCCNM registration = permission from the nursing regulator to practise as an RN in British Columbia.

Canadian immigration/work authorization = legal permission to live and/or work in Canada.

You may need both before beginning employment.

Applicants should not assume that obtaining BCCNM registration automatically provides a Canadian visa, work permit, job or permanent residency.

For eligible U.S. Registered Nurses, the current BCCNM process offers several significant advantages.

The nurse may be able to apply directly to BCCNM, avoid a separate credential-assessment process, have the existing NCLEX-RN result recognized, use U.S. regulatory databases for faster verification and significantly reduce the overall registration timeline.

BCCNM’s own 2025 data showed that its streamlined process reduced the average application period for U.S. RN and NP applicants to about four months.

For nurses already licensed and practising in the United States who wish to continue their careers in Canada, British Columbia has therefore become an important option to consider.
