Already an RN in Canada? Here’s How to Apply for Your New York RN License

Are you currently working as a Registered Nurse in Canada and planning to continue your nursing career in New York, USA?

If you already hold an RN licence in a Canadian province such as Ontario, British Columbia, Alberta, Saskatchewan, Manitoba, Nova Scotia, New Brunswick, Newfoundland and Labrador, or Prince Edward Island, you may be able to apply for a Registered Professional Nurse licence in New York State.

The nursing licensing authority in New York is the:

New York State Education Department – Office of the Professions (NYSED).

However, your Canadian nursing licence is not directly converted or transferred into a New York licence.

You must submit a new application to NYSED, and NYSED will review your:

Can a Canadian Registered Nurse Apply for a New York RN License?

Yes.

A Registered Nurse licensed in Canada can apply for RN licensure in New York State.

NYSED currently provides five different RN application pathways, including a specific Pathway #4 for certain recent Canadian BN, BSN or BScN graduates. Nurses who do not qualify for that pathway generally apply through the internationally educated pathway.

So before beginning the application, first identify which category applies to you.

Two Main Pathways for Canadian RNs

This is the most important part of the process.

Pathway 1: You Completed Your Nursing Degree in Canada

You may qualify for NYSED’s streamlined Canadian RN pathway – RN Pathway #4 if you meet the required conditions.

NYSED states that this pathway is intended for applicants who received a BN, BSN or BScN after January 1, 2015 from a university in a Canadian province other than Quebec, where the program qualifies the graduate for RN practice and has the required Canadian/NCSBN program code. NYSED’s Canadian guidance also references qualifying Canadian nursing-program accreditation.

Major Benefit

If you qualify for this streamlined Canadian pathway, you generally do not need TruMerit/CGFNS Credentials Verification Service for New York State.

Your Canadian university can verify your nursing education directly to NYSED using the required education form. NYSED specifically describes the streamlined pathway as saving Canadian applicants the separate credential-verification expense.

Pathway 2: You Are Licensed in Canada but Studied Nursing Outside Canada

This is a completely different situation.

For example:

You completed your BSc Nursing or GNM in India, then later obtained an Ontario RN licence through CNO.

Or:

You studied nursing in the Philippines, UAE or another country and later became registered in British Columbia, Alberta or another Canadian province.

In this case, holding a Canadian RN licence does not automatically make you a Canadian-educated applicant.

NYSED primarily looks at where your nursing education was completed.

If your nursing school was outside the United States, you generally fall under RN Pathway #5 – Graduates of Foreign Nursing Schools.

Therefore, you may need foreign nursing education credential verification in addition to verification of your Canadian licence.

What If You Already Passed the NCLEX-RN in Canada?

This is excellent news.

If you are already licensed as an RN in Canada and you passed the NCLEX-RN, you generally do not need to write NCLEX-RN again for New York.

NYSED specifically states that an applicant who was licensed as an RN in Canada and passed the NCLEX-RN has already met New York’s RN examination requirement.

So this is not technically a new NCLEX examination.

NYSED must receive acceptable verification of your examination and nursing registration information.

Example

If you passed NCLEX-RN through:

CNO – Ontario

and now want:

NYSED – New York RN

your previous NCLEX-RN pass can be recognized toward New York’s examination requirement.

Do I Need to Transfer My NCLEX Score?

Many nurses call this an “NCLEX score transfer.”

Technically, you are not transferring the actual examination from Canada to New York.

Instead, NYSED verifies that you already successfully completed the NCLEX-RN.

Once NYSED accepts the verified NCLEX result, you normally do not have to sit for the examination again.

What If I Never Passed NCLEX-RN?

If you have not previously passed the NCLEX-RN, you will normally need to take it before receiving a New York RN licence.

For eligible recent Canadian graduates using Pathway #4, NYSED instructs applicants to register with Pearson VUE for the NCLEX-RN.

However, Pearson VUE will not permit you to take the examination until NYSED has reviewed your application and education and confirmed your eligibility.

Step 1: Determine Your Correct NYSED Pathway

First check where you completed your nursing education.

If you completed a qualifying recent BN, BSN or BScN program in Canada, you may qualify for:

Foreign-educated applicant

If you completed your nursing education outside Canada and the United States, even if you later became an RN in Canada, you will generally proceed through:

Your Canadian nursing regulator must verify your professional registration directly to NYSED.

Always use the form and verification route corresponding to the NYSED pathway assigned to your application.

Step 6: Verify Your NCLEX-RN Result

If you already passed NCLEX-RN in Canada, NYSED needs acceptable verification that you successfully completed the exam.

You should not automatically register and pay for another NCLEX examination.

NYSED confirms that an RN licensed in Canada who has already passed NCLEX-RN has satisfied the New York examination requirement.

Step 7: NYSED Reviews Your Application

Once the required documents are received, NYSED reviews:

• Your identity and application
• Nursing education
• Canadian nursing registration

Your Canadian RN licence does not disappear or automatically convert into a New York licence.

Example 3 – Indian-Educated Nurse Who Later Became a Canadian RN

• Completed BSc Nursing in India
• Applied for Canadian registration
• Passed NCLEX-RN
• Became an RN with CNO in Ontario
• Now want a New York RN licence

You would not automatically become a Canadian-educated applicant simply because you hold a CNO licence.

Your nursing education was completed in India.

Therefore, NYSED generally assesses you under its foreign nursing education pathway, and foreign education verification through TruMerit CVS-NY or the direct NYSED foreign-education process may be required.

Your Canadian RN licence and NCLEX-RN result are still highly relevant, but your original education must also satisfy New York’s requirements.

What About Quebec Nurses?

NYSED’s streamlined Canadian Pathway #4 applies to qualifying programs in Canadian provinces other than Quebec.

Therefore, a nurse educated in Quebec does not qualify for the Canadian streamlined pathway solely under those criteria and may need to proceed through the foreign-educated application route.

The final pathway should be confirmed according to your exact nursing program and professional history.

Is IELTS Required for a New York RN Licence?

New York nursing licensure itself does not generally impose IELTS as a universal RN licensing requirement in the same way some other jurisdictions do.

However, this should not be confused with U.S. immigration requirements.

If you need a U.S. occupational visa, you may separately need healthcare-worker credential screening such as VisaScreen, depending on your immigration category and circumstances.

VisaScreen assesses professional education, licences, nursing examination requirements and applicable English-language requirements.
