Updated: October 2026
Finished your nursing course and wondering whether you must work for two years before applying for a UAE nursing licence? You may be able to start your application sooner than you think.
Eligible fresh graduate nurses can apply for entry-level UAE nursing licensing without previous work experience. However, your qualification, graduation date, professional registration, document verification and assessment requirements still matter.
In April 2026, MOHAP confirmed that the exemption from six months of post-graduation experience covers registered nurses and assistant nurses, including eligible graduates from the UAE and abroad. This does not mean that every nursing qualification automatically qualifies for the same professional title.
This guide explains the application routes through Dubai Health Authority (DHA), Ministry of Health and Prevention (MOHAP), Sharjah Health Authority (SHA) and Department of Health–Abu Dhabi (DOH).
Can a Fresh Graduate Nurse Apply Without Experience?
Yes, provided you meet the requirements for the nursing title you are applying for.
The Unified Healthcare Professional Qualification Requirements (PQR) provides the common eligibility framework used by the four authorities. The entry-level Registered Nurse and Assistant Nurse categories have routes without a minimum previous experience requirement, subject to the applicable qualification and gap-of-practice rules.
Keep these points in mind:
- No experience required does not mean no exam required. An assessment may still be necessary unless the authority approves an exemption.
- Your qualification determines your title. Do not assume that every nursing diploma qualifies for Registered Nurse registration.
- A long period after graduation can affect eligibility. Fresh graduation and a prolonged period without clinical practice are assessed differently.
- An eligibility letter, registration or evaluation certificate is not an active licence. The final licensing stage must be completed before clinical practice.
Employers can also set their own experience requirements when recruiting, even when you meet the authority’s licensing criteria.
Which UAE Nursing Authority Should You Choose?
Choose the authority that regulates your intended workplace.
| Authority | Where the route applies | Application platform |
|---|---|---|
| DHA | Facilities regulated by DHA in Dubai | Sheryan |
| MOHAP | Facilities under MOHAP jurisdiction | MOHAP online services |
| SHA | Facilities licensed by Sharjah Health Authority | SHA electronic services |
| DOH | Facilities regulated by DOH in Abu Dhabi emirate | TAMM |
For nurses planning to work in Sharjah: check the facility’s regulator before paying application fees. SHA and MOHAP have separate licensing processes; the employer’s location alone should not determine your application route.
Documents Required for a Fresh Graduate Nursing Application
Prepare clear, complete scans of your documents. The exact checklist depends on the authority, professional title and individual assessment.
Education and identity documents
- Valid passport.
- Recent passport-size photograph.
- Nursing degree or diploma certificate.
- Academic transcripts or mark sheets.
- Course completion, clinical training or internship records, where requested.
- Emirates ID, if available or required by the service.
- Supporting documents for any name differences across your records.
Professional documents
- Home-country nursing council registration or professional licence, where applicable.
- Good Standing Certificate from the relevant nursing council or regulator, where applicable.
- Valid Basic Life Support (BLS) certificate.
- Previous DataFlow/Primary Source Verification report, if available.
- Previous UAE examination results or eligibility/evaluation documents, if applicable.
- Employment certificates, if you have worked.
- Documents supporting an assessment exemption, if you are claiming one.
Fresh graduate note: you should not submit an employment certificate for experience you do not have. MOHAP lists experience certificates as optional for new graduates, while SHA lists current licences, experience and Good Standing Certificates on an “if any” basis. Follow the specific checklist issued for your application rather than assuming that every professional document is waived.
Documents in languages other than Arabic or English may require certified legal translation. SHA explicitly requires the original document together with the translation.
1. DHA Fresh Graduate Nurse Application: Dubai
DHA applications are managed through Sheryan.
Short application steps
- Create your Sheryan account.
- Complete the Self-Assessment Tool using your qualification and experience details.
- Check your proposed nursing title. Request an eligibility review if needed.
- Complete DataFlow verification of the documents required for your category.
- Pass the required assessment, unless DHA approves an exemption.
- Submit “Get Registered” and complete any additional review or assessment requested.
- Receive DHA registration once approved.
- Your hiring facility activates your professional licence before you begin clinical work.
DHA allows DataFlow verification and the required computer-based assessment to proceed in parallel. Its published pathway directs applicants to Prometric for the CBT assessment where required.
Documents to keep ready
Prepare your passport, photograph, nursing qualification, transcripts, applicable council registration, Good Standing Certificate, BLS certificate and any supporting documents requested during verification.
Important: DHA registration is valid for one year and must be activated into a professional licence by a healthcare facility before you practise.

2. MOHAP Fresh Graduate Nurse Application
For facilities under MOHAP jurisdiction, the process generally starts with health professional evaluation, followed by employer-led licensing.
Short application steps
- Access MOHAP online services and complete the required account sign-in.
- Select “Evaluation of Health Professional.”
- Choose the correct nursing category and title, and enter your fresh graduate details accurately.
- Upload the required documents and pay the applicable fees.
- Complete document verification and respond to requests for additional information.
- Complete the required assessment, unless an exemption is approved.
- Receive the evaluation certificate after approval.
- Your employer applies for the professional licence through the relevant licensing service.
MOHAP treats evaluation and professional licensing as separate services. A valid MOHAP evaluation is required for the licensing stage.
Fresh graduate training rule
MOHAP’s published evaluation guidance states that new nursing graduates can take the evaluation examination directly when less than two years have elapsed since graduation, without completing the previously required six-month training period. If more time has passed, obtain an individual eligibility review before paying for training or examination booking.
Documents to keep ready
Prepare your passport, photograph, nursing certificate, transcripts, applicable professional registration, Good Standing Certificate, BLS certificate and any existing verification reports. Follow the fresh graduate checklist shown in your application.

3. SHA Fresh Graduate Nurse Application: Sharjah
SHA has its own professional assessment and licensing services for healthcare facilities under its jurisdiction.
Short application steps
- Open SHA’s “Request for Healthcare Professional Assessment” service.
- Sign in to the electronic portal.
- Enter your qualification details and select the appropriate nursing title.
- Upload your documents, including previous PSV reports or exemption evidence, if available.
- Complete the required verification and assessment steps.
- Pay the applicable application, verification and examination fees.
- Receive your SHA assessment certificate after approval.
- Your hiring facility applies for your SHA professional licence.
SHA requires applicants to declare previous examination attempts with other UAE authorities. Follow the assessment instructions issued for your application when arranging any examination.
Documents to keep ready
SHA’s assessment checklist includes:
- Passport and Emirates ID.
- Academic qualification.
- Transcript or mark sheet, if required.
- Existing PSV report and exemption documents, if available.
- Current professional licence, if any.
- Experience certificate, if any.
- Good Standing Certificate, if any.
For final licensing, the facility’s application includes an offer letter and medical malpractice insurance, with additional documents depending on the licence type. An SHA assessment certificate alone does not authorise clinical practice.

4. DOH Fresh Graduate Nurse Application: Abu Dhabi
DOH regulates healthcare professionals in Abu Dhabi emirate. Applicants often still refer to this as the HAAD nursing licence, although the current authority is DOH.
Short application steps
- Access TAMM and complete the required identity sign-in.
- Select the DOH healthcare professional licensing service.
- Enter your qualification and professional details.
- Submit the required documents for DataFlow verification.
- Complete DOH credential review and provide any additional documents requested.
- Receive examination approval, where an examination is required.
- Follow the TAMM instructions to book through Pearson VUE, pay the applicable fees and sit the examination.
- Complete the remaining licensing requirements with your hiring facility before starting clinical practice.
DOH’s published guidance places document verification and credential review before examination approval. Pearson VUE confirms that the examination booking link becomes available through TAMM after the relevant DOH payment.
Documents to keep ready
Prepare your passport, photograph, nursing qualification, transcripts, applicable registration and Good Standing Certificate, BLS certificate, clinical training records and verification documents.
For the examination, follow the identification requirements in your booking confirmation carefully. Pearson VUE requires the specified original identification documents.

What Is DataFlow Verification?
DataFlow is used for Primary Source Verification (PSV). It checks submitted credentials with the organisations that issued them.
For a fresh graduate nurse, verification may include the nursing qualification and professional registration. Your application determines which documents must be checked.
Before submitting, make sure your name, dates and qualification details match across your records. If you already have a DataFlow report, check whether it can be transferred and whether additional verification is needed.
How Much Does the Process Cost?
Your total cost may include:
- Application or evaluation fees.
- DataFlow verification.
- Examination booking and any repeat attempts.
- Professional registration or licence issuance.
- Translation or additional document verification.
Check the amount displayed in the official application before paying. A single package price may not include every stage, and fees vary by authority and application.
How Should Fresh Graduate Nurses Prepare?
Start by checking the current examination guidance for your authority and nursing title. Build your revision around core nursing knowledge and clinical decision-making.
Useful revision areas include:
- Nursing fundamentals and patient safety.
- Adult medical-surgical nursing.
- Pharmacology and medication calculations.
- Maternal and child health.
- Mental health nursing.
- Infection prevention.
- Emergency care, prioritisation and delegation.
- Professional ethics and communication.
Practise questions with explanations, review your mistakes and use timed practice to improve your pace.

Frequently Asked Questions
Can I apply immediately after BSc Nursing?
You may be eligible once your qualification is completed and you can meet the applicable documentation, registration, verification and assessment requirements. Previous paid employment is not a blanket requirement for every entry-level nursing application.
Can a GNM nurse apply as a Registered Nurse?
Do not assume automatic RN eligibility. Your exact qualification and the current PQR determine the title the authority may approve. Obtain an individual qualification review before choosing RN or Assistant Nurse.
Do fresh graduates need a Good Standing Certificate?
It depends on your registration history and the authority’s checklist. If you hold nursing council registration, check whether a Good Standing Certificate is required. Fresh graduate status does not automatically waive it in every application.
Can I work after passing the examination?
Passing the examination is one stage of the process. You must complete the remaining requirements and receive an active professional licence before clinical practice.
Is a nursing job guaranteed after eligibility approval?
No. Licensing eligibility and recruitment are separate decisions. Hospitals and clinics may require experience, interviews or additional clinical competencies.
Can I use one authority’s approval everywhere in the UAE?
Do not assume automatic portability. When moving to a facility under another regulator, confirm the receiving authority’s recognition, verification and licensing requirements.
