Planning to work as a clinical psychologist in Dubai? Before starting DataFlow or booking an examination, check whether your qualifications and experience match the DHA clinical psychology licensing requirements.

One of the most common sources of confusion is the difference between Dubai Health Authority (DHA) licensing and Community Development Authority (CDA) licensing. Both involve psychology professionals, but the approved titles and application routes differ.

This guide explains the DHA clinical psychologist application process, the documents to prepare, examination details, expenses and the final steps before starting work.

Who needs a DHA clinical psychologist license?

A professional seeking to practise clinical psychology in a DHA-regulated healthcare setting needs the appropriate DHA professional license.

Under the April 2025 Unified Healthcare Professional Qualification Requirements, DHA covers seven specialized psychology disciplines:

  • Addiction Psychology
  • Clinical Psychology
  • Forensic Psychology
  • Health Psychology
  • Neuropsychology
  • Rehabilitation Psychology
  • Clinical Psychopharmacology

The same document directs applicants for the general Psychologist title and other psychology specializations to CDA. Choosing the correct authority and specialty should therefore be your first step.

For applicants seeking clinical practice, this blog focuses on the DHA Clinical Psychology route.

DHA clinical psychologist eligibility requirements

The April 2025 PQR lists these qualification routes for Specialized Psychologist:

Qualification routeExperience requirement
Bachelor’s degree in psychology plus a master’s degree lasting at least two years in the relevant psychology specialtyTwo years of post-qualification experience
Bachelor’s degree in psychology plus a doctoral degree in the relevant psychology specialtyOne year of post-qualification experience in the related field

Three-year bachelor’s degree: The psychology section specifies three years of related experience for applicants whose bachelor’s programme lasted three years. DHA must assess how this applies to the individual qualification pathway. services.dha.gov.ae

A degree title alone does not establish eligibility. Prepare evidence of the course duration, subjects studied, clinical training and the work performed after qualifying.

For example, an applicant with a general psychology postgraduate degree should seek a credential review before assuming that it qualifies them for the Clinical Psychology specialty.

Older screenshots may show different requirements. Use the current DHA PQR and the title available in Sheryan when preparing your application.

Documents required for a DHA psychologist application

DHA’s eligibility review lists a photograph, passport, educational qualifications, experience certificates, professional registration/license and Good Standing Certificate. The exact supporting evidence depends on the application.

For a thorough NursingManthra document review, prepare the following.

1. Identity documents

  • Clear colour copy of your valid passport.
  • Recent passport-size photograph with a white background.
  • Emirates ID, if available.
  • Name-change or name-linking evidence if your documents use different names.

Check the spelling of your name across the passport, degrees, registration and employment certificates before submission.

2. Educational documents

  • Higher secondary/12th-standard certificate for background review.
  • Bachelor’s degree certificate in psychology.
  • Bachelor’s transcripts and mark sheets.
  • Relevant master’s degree certificate.
  • Master’s transcripts and mark sheets.
  • Doctoral degree and supporting academic documents, if applying through that route.
  • Any additional relevant clinical psychology qualification.

A bachelor’s degree or short counselling diploma alone should not be treated as sufficient for the specialized Clinical Psychology route.

3. Course and clinical training evidence

Keep these available if clarification is requested:

  • Official course-duration certificate.
  • Detailed syllabus or course handbook.
  • Internship and clinical placement certificates.
  • Supervised clinical training records.
  • Clinical hours or rotation details.
  • A university letter explaining an unclear qualification title.

These documents help explain your training when the degree certificate contains limited information.

4. Professional registration or license

Provide the relevant professional registration/license, including applicable registration history.

For Indian applicants, include RCI/CRR registration where applicable to the qualification and professional practice. A professional association membership should not automatically be presented as equivalent to a statutory practice license.

5. Good Standing Certificate

The PQR requires a Good Standing Certificate issued within six months of the license application. It normally comes from the regulator in the country of last employment; where no regulatory body exists, an official last-employer certificate may be considered.

Plan the timing carefully so that the certificate does not expire while other documents are being arranged.

6. Experience certificates

Request clear certificates showing:

  • Your full name.
  • Exact professional designation.
  • Employment start and end dates.
  • Department or service.
  • Employment status and working hours, where available.
  • Employer’s official contact details.
  • Authorized signature and stamp.

Keep a separate job description explaining your clinical responsibilities. A certificate stating only “psychologist” may leave questions about the nature of your work.

7. Other supporting documents

Depending on your circumstances, also prepare:

  • Updated CV.
  • Previous DataFlow report and case number.
  • Previous UAE authority registration or eligibility documents.
  • Previous examination results.
  • Explanations and supporting evidence for employment gaps.
  • Appropriate translations of documents issued in other languages.

This is a preparation checklist. Some items support document review and clarification rather than being compulsory uploads in every application.

DHA psychologist license process: step by step

Step 1: Review your documents and select the correct title

Start by comparing your education and experience with the Clinical Psychology requirements.

Prepare a simple timeline covering your bachelor’s degree, postgraduate training, registration and employment. This makes it easier to identify overlapping dates, missing evidence or experience gained before the qualifying award.

Applicants with an unusual qualification pathway should resolve eligibility questions before committing to examination expenses.

Step 2: Create your DHA Sheryan account

Access the DHA Sheryan portal and create your professional account.

Use your own email address and mobile number. Keep your login details and DHA Unique ID accessible throughout the process.

Step 3: Complete the self-assessment

Enter your qualifications, registration and experience accurately.

If the automated outcome does not reflect your circumstances, DHA offers Review Registration Eligibility, with a published processing time of 10 working days and a base fee of AED 200, plus applicable Knowledge and Innovation fees. This review does not authorize practice.

Step 4: Complete DataFlow primary source verification

Submit the required credentials for primary source verification.

Before submission, contact the university, regulator and employers whose documents are being verified. Ask them to monitor their official correspondence and respond to verification requests.

Use correct institutional contact details and complete, readable documents. Keep your DataFlow case number for follow-up.

Document authenticity and licensing eligibility are separate questions: a verified qualification still needs to meet DHA’s requirements for the requested title.

Step 5: Complete the required assessment

DHA’s September 2026 CBT guideline lists the following Clinical Psychology examination:

ItemPublished details
Examination providerPrometric
FormatMultiple-choice questions
Examination codeCPS5071
Number of questions150
Published duration3 hours
Passing score55%
Published examination feeUSD 240+ Rate varies depends on exam location

DHA notes that the duration includes registration and introductory processes, and that examination arrangements may change. Confirm the current details before payment.

Step 6: Apply through “Get Registered”

Link the required verification and assessment information and submit the registration application.

DHA permits DataFlow and CBT to proceed in parallel. Its published registration processing time is five working days, with a base credentialing fee of AED 220. An oral assessment may be requested depending on the professional position and review outcome.

Step 7: Receive DHA registration

Approved DHA registration—often referred to by applicants as an eligibility letter—is valid for one year.

The hiring healthcare facility must activate it into a professional license before clinical practice begins.

Step 8: Employer activates the professional license

The facility initiates activation, and the professional approves the request.

DHA’s activation requirements include an active facility with the relevant specialty, active professional registration, malpractice insurance and applicable employment documentation. Practice can begin once the professional license is issued.

What should you study for the DHA Clinical Psychology examination?

The published examination coverage includes:

  • Schools of psychology.
  • Biological psychology.
  • Developmental psychology.
  • Psychology of learning.
  • General psychology.
  • Personality and individual differences.
  • Clinical psychology.
  • Research methodology.

Build a revision timetable around these areas. During MCQ practice, review why an answer is correct and why the alternatives are less suitable.

For clinical preparation, practise applying knowledge to assessment, case formulation, intervention selection, professional boundaries and ethical decision-making. Keep an error notebook so that repeated mistakes guide your next revision session.

How much does the DHA psychologist licensing process cost?

Budget for separate stages rather than expecting one inclusive authority fee.

ExpenseWhat to expect
DHA eligibility review, if neededAED 200 base fee plus applicable additions
DataFlow verificationDepends on the required document package and additional checks
Clinical Psychology CBTPublished fee: USD 240
DHA registrationAED 200 base fee plus applicable additions
License activationConfirm the applicable category, license duration and checkout amount
Supporting documentsRegulator fees, transcripts, translations and other document costs, where required
Consultancy assistanceSeparate from authority and examination charges

The published DHA registration, eligibility-review and examination fees support the figures above. Confirm the payable amounts before proceeding.

NursingManthra can prepare a case-specific estimate after reviewing which steps and documents you need.

How long does the process take?

There is no reliable single completion time for every applicant.

Document preparation, institutional verification responses, examination availability and requests for clarification all affect the timeline. DHA’s published service times apply to individual stages; they do not represent the total time from document collection to an active license.

To reduce avoidable delays:

  • Arrange clear academic and employment records early.
  • Check name and date differences.
  • Keep institutional contact details current.
  • Monitor application messages.
  • Respond promptly to document requests.
