Are you a Registered Nurse licensed in New York through the New York State Education Department (NYSED) and planning to work as a Registered Nurse in Ontario, Canada?

Many internationally educated nurses obtain their New York RN license after passing the NCLEX-RN and later decide to move to Canada. One of the most common questions is:

“Can I transfer my New York RN license directly to Ontario?”

The answer requires some explanation.

A New York nursing license cannot simply be “transferred” or “converted” into an Ontario nursing license. Instead, you must submit a new application for registration with the College of Nurses of Ontario (CNO) and satisfy Ontario’s registration requirements.

However, having an existing New York RN license, NCLEX-RN pass result and recent nursing experience in the United States can make several parts of the Ontario registration process easier.

Important: The official nursing regulator in Ontario is the College of Nurses of Ontario (CNO).

Who Is This Guide For?

This guide is mainly intended for nurses who:

Is a New York RN License Automatically Valid in Ontario?

No.

A New York RN license authorizes nursing practice under New York State regulations. Ontario has its own nursing regulator and registration requirements.

To legally use the title Registered Nurse (RN) and practice nursing in Ontario, you must receive registration from the College of Nurses of Ontario.

Therefore, the process is better described as:

NYSED RN → New CNO RN Registration Application

rather than a simple license transfer.

Major Advantage for New York Licensed Nurses

If you already passed the NCLEX-RN for New York, you may not have to take the NCLEX-RN again.

CNO states that applicants who have previously written the NCLEX-RN should arrange for the nursing regulatory authority involved with that examination to send confirmation of the result directly to CNO. CNO then reviews the documentation to determine whether the registration examination requirement has been met.

For a New York RN, this means your NYSED certification of licensure and examination information becomes particularly important.

Step 1: Check Whether Your Nursing Education Meets the CNO RN Requirement

This is one of the most important parts of the application.

CNO currently requires an RN applicant to demonstrate nursing education at the required level. For RN registration, the usual minimum educational credential is a baccalaureate nursing degree that is approved or recognized in the jurisdiction where the education was completed.

Very Important for GNM/Diploma Nurses

Holding a New York RN license does not automatically mean your education will satisfy CNO’s RN education requirement.

For example, a nurse may have:

• GNM/Diploma in Nursing
• New York RN license
• NCLEX-RN pass
• Several years of nursing experience

but CNO will still independently evaluate whether the applicant meets Ontario’s RN education requirement.

CNO specifically states that a nursing diploma that permits a person to practice as an RN in another jurisdiction does not by itself meet the Ontario RN educational requirement.

If you have completed additional nursing qualifications, such as:

• Post Basic BSc Nursing
• Bachelor of Science in Nursing
• Additional university nursing education
• Master’s-level nursing courses or other recognized nursing education

CNO can assess your foundational and additional nursing education when determining whether your education is substantially equivalent.

If substantial equivalence is not established, CNO may provide additional options, including an approved education pathway or, for some RN applicants, the Registered Nurses Canadian Competency Assessment Program (RNCCAP).

Step 2: Complete an Approved Educational Credential Assessment – ECA

This is a major change in the current Ontario process.

If your nursing education was completed outside Canada, CNO requires your educational credentials to first be validated by a CNO-approved Educational Credential Assessment provider.

The currently approved providers are:

1. World Education Services – WES
2. International Credential Assessment Service of Canada – ICAS
3. International Credential Evaluation Service – ICES, BCIT

The selected ECA provider authenticates your nursing education documents and sends the required assessment and documents to CNO.

Is NNAS Mandatory?

For new CNO applications under the current process, applicants normally begin through an approved ECA provider rather than starting the traditional NNAS process.

However, CNO continues to accept certain NNAS expedited reports prepared by CGFNS/TruMerit.

Applicants who completed an ECA before April 1, 2025 may also need to ask their ECA provider to forward the required information to CNO.

Can the Education Evaluation Used for New York NYSED Be Transferred to CNO?

Do not assume that an education assessment previously used for your New York application will automatically satisfy CNO.

NYSED specifically states that its own education evaluations are performed for determining New York licensure eligibility and are not released or intended to establish degree equivalency for another organization.

Therefore, even if you previously completed:

• NYSED foreign education verification
• Another U.S. credential evaluation

you should confirm whether it meets the current CNO-approved ECA pathway.

Step 3: Open Your CNO Application

After the approved ECA provider has validated your credentials and provided the necessary information to CNO, you can proceed with the CNO application.

Internationally educated applicants use CNO’s Maintain Your Membership online portal.

CNO requires the applicant to complete and submit their own application. If you use a professional assistance service, you should never share your CNO login details or allow another person to impersonate you or submit declarations on your behalf.

During the application you will provide information regarding:

Step 4: Pay the CNO Application Fee

For 2026, the CNO application fee for an RN or RPN General Class application is:

CAD $433

CNO fees are subject to Ontario’s 13% Harmonized Sales Tax (HST). Fees are generally non-refundable.

Third-party expenses such as ECA, police check, education courses and document verification are separate.

Step 5: Request New York NYSED License Verification/Certification

This is a critical step for a New York licensed RN.

CNO may require official verification of your New York nursing registration directly from the regulator.

For New York, the licensing authority is:

Certification vs Verification – Which One Is Better?

NYSED currently offers:

Written Verification of Licensure

It contains information such as:

• Name

Certification of Licensure

Fee: USD $20

The certification contains more detailed information, including:

• Name

Because CNO may also need confirmation of your NCLEX-RN result, the NYSED Certification of Licensure is particularly useful, since NYSED states that its certification includes examination information, pass date and scores.

The final decision regarding which documentation satisfies a CNO requirement remains with CNO.

Important: NYSED Does Not Complete Other Regulators’ Forms

This is another important point.

If CNO provides a standard Verification of Registration form, do not assume NYSED will manually complete that form.

NYSED states that it does not complete forms supplied by other states or jurisdictions. Instead, NYSED sends its own standardized certification or verification document.

Therefore, follow the instructions in your CNO application and request the appropriate official NYSED certification.

How Does NYSED Send the Certification?

As of August 2026, NYSED states that written certification and verification requests are sent by first-class USPS mail rather than email, fax or external regulatory portals.

When completing the NYSED request, enter the recipient information exactly as required by CNO.

NYSED advises that certification/verification processing typically takes approximately 3–4 weeks, although actual processing times can vary.

Important Difference Between a New York License and Registration

In New York, the professional nursing license itself is generally valid for the life of the holder unless revoked, annulled or suspended.

However, nurses must periodically renew their registration with NYSED to actively practice nursing in New York.

Therefore:

New York license = generally lifetime

but

New York registration = must remain current to actively practice in New York

This distinction is important when CNO reviews your current authorization and recent nursing practice.

Step 6: Provide Evidence of Nursing Practice

CNO requires applicants to demonstrate Evidence of Practice (EOP).

For an RN applicant, the practice must be relevant to RN practice.

Generally, CNO requires evidence that you have practiced nursing within the previous three years. Nursing work completed outside Canada can be considered.

Documents required from an employer or regulatory authority should normally be sent directly from the official source to CNO, not uploaded by the applicant as self-issued verification.

What If I Have Not Practiced Nursing During the Last Three Years?

Do not automatically assume you are ineligible.

CNO has other ways applicants may satisfy Evidence of Practice, including qualifying recent nursing education or certain approved education/practice pathways.

CNO also operates the Supervised Practice Experience Partnership (SPEP) for eligible applicants who need to demonstrate evidence of current nursing knowledge, skill and judgment.

CNO determines the appropriate option after assessing the individual application.

Step 7: NCLEX-RN Requirement

To register as an RN in Ontario, applicants must satisfy the CNO registration examination requirement.

The approved examination for RN registration is the:

NCLEX-RN

The good news for most New York RNs is that they have already passed NCLEX-RN.

CNO states that applicants who have previously written the NCLEX-RN should arrange for the nursing regulatory authority associated with the examination to send documentation directly to CNO confirming the result. CNO then determines whether the examination requirement has been met.

Therefore, a nurse who passed NCLEX-RN for New York should not automatically register and pay to take NCLEX again.

First arrange the proper NYSED confirmation and allow CNO to assess it.

What If CNO Requires You to Take NCLEX-RN?

If an applicant has never passed an acceptable NCLEX-RN examination, CNO will advise when the applicant becomes eligible to register for the examination.

The current Pearson/NCSBN fee for a candidate seeking Canadian registration is:

CAD $360, excluding applicable taxes.

If the candidate schedules at an international testing centre outside Canada and the mainland United States, an additional CAD $150 international scheduling fee currently applies.

For example, a Canadian-registration candidate taking the NCLEX in mainland USA would not be treated as using an international centre for this fee, while a candidate taking it in India, UAE or another international test location may have the additional scheduling charge.

Fees can change, so always verify them before payment.

Step 8: Complete the CNO Transition to Practice Requirement

This is another major requirement that took effect on April 1, 2025.

The Transition to Practice (TTP) requirement ensures applicants understand competencies related to practising nursing in the Canadian and Ontario health-care environment.

Internationally educated applicants generally meet this requirement by successfully completing a CNO-approved Transition to Practice course.

How Long Is the TTP Course?

CNO states that approved TTP courses typically take approximately:

7–14 weeks

They are delivered online and do not have a clinical component.

Course fees depend on the educational institution.

Step 9: Complete the CNO Jurisprudence Examination

All applicable RN/RPN applicants must complete the:

CNO RN/RPN Jurisprudence Examination

This is different from the NCLEX-RN.

The jurisprudence examination evaluates your understanding of matters such as:

• Ontario nursing legislation
• Nursing regulation

The examination is completed online.

Step 10: Meet the English or French Language Requirement

CNO applicants must demonstrate proficiency in either:

English or French

Importantly, IELTS is not automatically mandatory for every New York RN.

CNO accepts several forms of evidence.

You may demonstrate language proficiency through:

• Nursing education
• Nursing practice
• Registration in a Canadian jurisdiction
• An approved language examination

For a nurse working in New York, recent nursing employment in a primarily English-language practice environment may be particularly relevant.

CNO can consider nursing practice completed in any jurisdiction if the required criteria are met.

For many evidence routes, the supporting evidence needs to be from within the specified recent period, generally within the previous two years.

If a language examination is required, CNO currently accepts several tests, including:

• IELTS One Skill Retake where applicable

French options include TEF and TCF.

Candidates should always verify the latest language policy before scheduling an exam because accepted tests, validity rules and scores can change.

Can New York Nursing Experience Exempt You From IELTS?

Potentially, yes.

If you have recent nursing practice in New York where English was one of the primary languages used in the nursing practice environment, CNO may accept this as evidence of English proficiency.

CNO requires appropriate official confirmation, such as its Verification of Nursing Practice documentation.

Therefore, a New York RN should not automatically book IELTS before checking whether recent English-language nursing practice already satisfies the CNO requirement.

Step 11: Citizenship, Permanent Residence or Authorization to Work

A New York nursing license does not provide immigration or employment authorization in Canada.

Before CNO completes registration, applicants must demonstrate appropriate Canadian status or authorization to practise nursing in Ontario, such as applicable:

• Canadian citizenship
• Permanent resident status
• Valid authorization under Canadian immigration legislation that permits nursing practice

CNO allows this information to be submitted during the application process and recommends providing it when appropriate.

Professional registration and Canadian immigration/work authorization are separate processes.

Step 12: Complete the Police Criminal Record Check

CNO requires applicants to complete a recent Police Criminal Record Check.

CNO currently uses Sterling Backcheck, a First Advantage company, for this process and generally does not accept independently obtained checks from other sources unless specifically authorized by CNO.

The required type depends on where you live and where you previously lived.

For example:

• Applicant living outside Canada who never lived in Canada → international check
• Applicant living outside Canada who previously lived in Canada for six months or longer → Canadian and international checks may be required
• Applicant living in Canada who also lived abroad after obtaining Canadian status → Canadian and international checks may be required

CNO’s criminal record check is valid for only six months from its issue date. Because of the short validity period, CNO recommends completing it closer to the final stages of registration.

Step 13: Character, Conduct and Health Declarations

CNO must be satisfied that applicants can practise nursing safely and ethically.

You will therefore be required to truthfully answer questions concerning matters such as:

• Criminal offences
• Professional misconduct
• Previous licensing or registration refusals
• Investigations
• Findings by another regulator
• Restrictions or disciplinary action
• Health conditions that may affect safe nursing practice

A positive answer does not necessarily mean automatic refusal, but CNO may request additional documentation and assessment.

Never conceal a previous regulatory or legal matter.

Step 14: Name Differences and Name Change Documents

Make sure your name is consistent across:

• Passport
• Nursing degree
• Transcript
• New York license
• NCLEX records
• Employment records
• ECA report
• CNO application

If your name has legally changed, CNO may require an official document such as:

• Marriage certificate
• Divorce decree
• Legal change-of-name certificate

Documents Must Come From the Correct Source

This is extremely important.

Documents that CNO requires from an official source should normally be sent directly from that source.

New York registration verification → NYSED

Nursing practice verification → Employer

Language test result → Testing organization

Applicants should not simply upload self-scanned copies when CNO specifically requires direct official-source verification.

Documents Not in English or French

CNO requires application documents to be in either English or French.

Where documents are in another language, CNO has specific translation requirements. Accepted translation options can include official-source translations, consular/embassy translations and appropriately accredited translators.

How Long Does the New York RN to CNO Process Take?

There is no guaranteed processing period.

CNO currently states that registration for an applicant educated outside Canada can take approximately 12 months, but this is only a guideline.

The process may be faster or significantly longer depending on:

• ECA completion
• Nursing education equivalency
• How quickly NYSED sends certification
• Employer verification
• Evidence of recent practice
• Language evidence
• TTP course completion

CNO generally aims to update a document/requirement within approximately 15 days after receiving it, although further assessment may still be needed.

NYSED indicates its certification/verification requests typically take approximately 3–4 weeks to be sent.

Do Not Allow Your CNO Application to Expire

Applicants generally have two years from the date CNO confirms receipt of the application and applicable application fee to satisfy the registration requirements.

If the requirements are not completed within that period, the application may be closed and a new application and fee may be required.

Therefore, candidates should actively monitor the CNO portal and complete outstanding requirements without unnecessary delay.

Temporary Class – Can You Work While Completing Some Requirements?

In certain circumstances, applicants with an open General Class application may be eligible for the Temporary Class.

This can allow eligible applicants to practise nursing with specific terms and conditions while completing certain General Class requirements.

For an RN, eligibility can include:

• Completion of an approved nursing education program in the jurisdiction
• Meeting the applicable General Class requirements except specified education, TTP or registration-exam requirements
• Having an RN employment offer from a CNO-approved Ontario employer

Temporary Class eligibility is assessed by CNO and is not available to every applicant.

What Happens After CNO Approves Your Application?

Once CNO confirms that you have met all applicable registration requirements, you will receive instructions through your portal to complete registration and pay the required registration fee.

After registration is completed, you can verify your status through CNO’s public Find a Nurse register.

You can then legally use your Ontario nursing title according to the category and class of registration issued to you.

Do You Lose Your New York Nursing License After Getting CNO Registration?

No.

Obtaining Ontario registration does not automatically cancel your New York nursing license.

Your NYSED license and CNO registration are separate professional registrations.

You can maintain your New York registration according to NYSED requirements if you wish to remain authorized to practise nursing in New York, while also maintaining your Ontario registration according to CNO requirements.

CNO Registration Must Be Renewed

Once registered with CNO, nurses must maintain their registration and complete the required annual renewal process.

CNO’s published 2026 annual renewal fee is CAD $368 plus applicable HST.

Nurses practising in Ontario must also comply with CNO standards, professional obligations and Quality Assurance requirements.

Common Mistakes to Avoid

1. Assuming a New York RN license automatically converts to CNO

It does not. You must independently satisfy CNO registration requirements.

2. Assuming NCLEX must be taken again

If you already passed NCLEX-RN for New York, first arrange official verification. CNO will determine whether your existing result meets the requirement.

3. Booking IELTS immediately

Recent English-language nursing practice in New York may potentially satisfy the language requirement.

4. Assuming NYSED’s old education assessment replaces the CNO ECA

CNO has its own approved credential-assessment process.

5. Ignoring the education requirement

A New York RN license does not override CNO’s RN educational requirements.

6. Sending employer or regulatory documents yourself

Where CNO requires an official source, the document should be sent directly by the institution, employer or regulator.

7. Ordering the police check too early

It is valid for only six months.

8. Forgetting the Transition to Practice course

This became a major registration requirement from April 1, 2025.

9. Allowing the CNO application to remain inactive

The application can eventually close if requirements are not completed within the allowed period.

10. Paying for unnecessary examinations before CNO assessment
