Passed your DHA examination but received a job opportunity at a facility requiring MOHAP approval? You may be wondering whether you need to take another licensing examination.
You can submit your DHA eligibility documents to MOHAP for consideration of exam exemption. MOHAP’s evaluation service specifically lists exemption evidence based on the Professional Qualification Requirements (PQR) or DHA eligibility. Approval depends on your application.
This guide explains what to prepare, how existing DataFlow verification can help, and which costs to check before proceeding.
What Does “DHA to MOH Transfer” Mean?
Candidates commonly call this process a “DHA to MOH transfer.” It involves applying to the receiving authority and presenting your existing credentials for review.
Three separate documents may be involved:
| Document | Purpose |
|---|---|
| DHA eligibility or registration document | Evidence of your DHA-approved professional status |
| DataFlow report | Verification of credentials with their issuing organisations |
| MOHAP evaluation certificate | The evaluation required before the applicable MOHAP licensing process |
A MOHAP evaluation certificate alone does not authorise clinical practice. The appropriate professional licence must also be issued. MOHAP lists a valid evaluation as a requirement for its licensing service.
Before starting, ask your employer which authority licenses the facility. This helps you avoid paying for the wrong application.
Can You Obtain MOHAP Evaluation Without Another Exam?
MOHAP considers submitted exemption evidence during evaluation. Do not assume that passing DHA automatically removes every assessment requirement.
For example, a nurse applying for the same professional title should present the DHA eligibility document and supporting credentials clearly. Someone seeking a different title or an upgrade should first check the requirements for that requested title.
Wait for the receiving authority’s decision before booking an additional examination.
Documents to Prepare
The official evaluation checklist includes:
- Qualification certificate and academic record.
- Experience certificate, where applicable.
- Professional licence or registration, where applicable.
- Certificate of good professional conduct.
- Valid passport.
- Exemption evidence.
- Previous DataFlow reports.
The official checklist identifies certain documents as optional for new graduates; this should not be interpreted as a blanket exemption from professional eligibility requirements.
For a practical document review, also keep these supporting items ready:
- DHA eligibility or registration certificate.
- DHA examination result, if available.
- Recent passport-size photograph.
- Higher secondary certificate, if requested.
- Internship certificate for professions that require it.
- Relevant specialist qualifications.
- Name-change or name-linking evidence where documents differ.
- Updated CV showing your education and employment timeline.
Submit complete, readable scans. Check that your name, professional title and employment dates agree across the application.

Should You Obtain a New Good Standing Certificate?
Check its issue date before submitting your application. MOHAP’s evaluation guidance refers to a recent Good Standing Certificate issued within the preceding six months.
If you have worked in several countries, prepare your registration history so the appropriate certificate can be identified. Avoid ordering certificates from every authority before your individual requirements are reviewed.
How to Apply: DHA Eligibility to MOHAP Evaluation
1. Check Your Requested Professional Title
Review the applicable Unified Professional Qualification Requirements before making payments. Your qualifications, registration and employment history should support the title you are requesting.
2. Start the Official Evaluation Application
Use the MOHAP Health Professional Evaluation service.
The published workflow directs applicants to sign in using UAE PASS, complete the application, upload documents and submit any examination-exemption evidence. Follow the current portal instructions if the service redirects you.
3. Present Your Existing DHA and DataFlow Details
Keep your DHA identifier, eligibility document, examination evidence and DataFlow case number together. This makes your previous assessment and verification history easier to review.
4. Complete the Required DataFlow Process
DataFlow offers report transfer to MOHAP. Previously verified credentials may be reused, although the receiving regulator can require additional components. A newly signed Letter of Authorization is required for report transfer.
5. Respond to Application Comments
Read each return comment carefully. Upload the requested correction or clarification rather than repeatedly submitting the same documents.
6. Check the Final Decision
Confirm your approved title and assessment outcome in the application. Once evaluation is issued, coordinate the applicable licensing stage with your employer.
DHA to MOHAP Evaluation Fees in 2026
The published MOHAP evaluation fees are:
| Professional category | Evaluation service fee |
|---|---|
| Physicians and dentists | AED 500 |
| Nurses and midwives | AED 400 |
| Allied health professionals | AED 300 |
| Traditional, complementary and alternative medicine professionals | AED 300 |
Confirm the amount displayed in your application before payment. These are evaluation service fees, rather than a complete licensing package.
Other possible costs include:
- DataFlow report transfer.
- Verification of additional documents.
- Good Standing Certificate charges.
- Fees charged by universities, councils or employers for verification.
- Translation, where required.
- Examination fees if exemption is not approved.
- Professional licence issuance.
- Consultancy assistance, if selected.
Request an itemised quotation. It should separate authority payments, verification costs and consultancy charges.
DataFlow states that transfer fees vary by regulator and additional verification can attract further charges. A transfer fee quoted for DHA or SHA should therefore not be treated as the confirmed MOHAP fee.
How Long Does the Process Take?
MOHAP publishes a five-working-day service duration for evaluation. This should not be treated as a guaranteed duration for every stage of your application.
DataFlow states that report transfer can take 5–7 days when no additional documents require verification. New verification requirements can extend the process.
Prepare your documents early and keep time available for clarification requests before agreeing on a clinical joining date.
What About the UAE Unified Licensing Platform?
MOHAP announced its national licensing platform initiative on 1 February 2025, including mutual recognition of evaluations among government health authorities.
For your application, follow the current official service and the instructions issued by the authority licensing your prospective facility. The announcement alone should not be used to assume that every DHA document automatically becomes a MOHAP practice licence.
Frequently Asked Questions
Is a DHA exam pass result enough?
Prepare both your examination evidence and your DHA eligibility or registration document. They show different parts of your application history.
Do I need to repeat all my DataFlow verification?
A report-transfer option exists. Additional verification depends on what the receiving authority requires and what your existing report already covers.
What if my DHA eligibility has expired?
Have the document and current application requirements reviewed before paying. An expired document should not be assumed to provide the same exemption evidence as a current one.
Can I apply for a higher professional title?
Check the requirements for the higher title first. Existing eligibility for one title should not be treated as approval for another.
How long is the MOHAP evaluation certificate valid?
Check the validity and conditions on your issued certificate and current portal record. Obtain clarification before relying on an older certificate, particularly after a break in practice.
Can I start work after receiving evaluation?
Clinical practice requires the applicable professional licence. Coordinate licence issuance with the employing facility.
