Healthcare professionals working in the UAE are increasingly being asked by employers to complete Qualification Recognition for university degrees obtained outside the country.
Previously commonly referred to as a Certificate Equivalency, this Ministry of Higher Education and Scientific Research service provides an official recognition report for higher-education qualifications issued by institutions outside the UAE.
The requirement may apply to nurses, doctors, pharmacists, allied health professionals, technicians and other employees holding foreign Bachelor’s, Master’s or Doctoral qualifications. However, it is important to understand that Qualification Recognition is not automatically required for every person simply because the degree was obtained abroad.
You should complete the process when it is requested by your employer, licensing authority, educational institution or another UAE government entity.
The official service is available through the UAE Ministry of Higher Education and Scientific Research—Recognition of Qualifications.
What Is Qualification Recognition in the UAE?
Qualification Recognition is the process through which MoHESR evaluates a higher-education qualification obtained from an institution outside the UAE.
The process generally confirms matters such as:
- The authenticity of the academic certificate
- Whether the certificate was issued by the awarding institution
- The status of the educational institution
- The academic programme and level of qualification
- Whether the qualification satisfies the Ministry’s applicable recognition requirements
The final outcome is issued by MoHESR. A verification report from an external verification company is only one part of the process and is not, by itself, the final Qualification Recognition decision.
Why Are Healthcare Professionals Being Asked to Complete It?
Healthcare licensing and academic recognition serve different purposes.
DHA, DOH and MOHAP licensing procedures evaluate whether a healthcare professional meets the requirements for professional registration or licensing. MoHESR Qualification Recognition, on the other hand, deals with the academic recognition of a foreign university qualification.
Some healthcare facilities are therefore asking employees to complete Qualification Recognition as part of:
- Internal credential-file updates
- Employment compliance requirements
- Government or semi-government employment procedures
- Promotion or designation changes
- Academic or professional documentation requirements
Healthcare professionals who receive such a circular should carefully check its deadline, the qualifications that must be recognised and the consequences stated by their employer.
I Already Have a Positive Healthcare DataFlow Report. Is That Enough?
Not necessarily.
A positive DataFlow or Primary Source Verification report obtained for DHA, DOH or MOHAP licensing confirms the verification performed for that particular professional-licensing application. It does not automatically become an MoHESR Qualification Recognition certificate.
The applicant must still follow the verification and recognition route specified for the MoHESR service.
An existing healthcare DataFlow report may be useful when reviewing the case. However, whether any part of an earlier verification can be transferred, reused or linked depends on:
- The authority for which the original report was issued
- The qualification and documents previously verified
- The approved verification provider’s current rules
- MoHESR’s application requirements
- Whether the awarding institution must be contacted again
Therefore, applicants should not assume either that the old report is sufficient or that every document must automatically undergo a completely new verification. The case should first be checked through the current approved process.
Can the New Verification Produce a Different Result?
Yes. A previous positive verification does not guarantee that every later verification request will be completed immediately.
The educational institution may be contacted again, and the new request may encounter issues such as:
- Delayed or missing responses from the university
- Differences in the candidate’s name across documents
- Unclear scans or incomplete academic records
- Differences in programme title or study dates
- Missing transcripts or supporting documents
- Difficulty confirming the institution or campus
- Changes in the institution’s verification procedure
- Requests for additional evidence
Depending on the verification provider’s terminology, a case may be placed on hold, marked with a discrepancy, or closed as unable to verify if sufficient confirmation is not received.
Such a result does not automatically mean that the qualification is fake. The reason stated in the report must be reviewed before deciding the next step.
What Should You Do If the Result Is “Unable to Verify” or Shows a Discrepancy?
Do not ignore the report or immediately submit the same documents again without checking the reason.
The correct response may include:
- Reviewing the exact discrepancy or closure reason.
- Checking the spelling of the name, registration number, course title and study dates.
- Contacting the university or awarding institution.
- Providing clearer copies or additional academic documents.
- Supplying proof of a name change where applicable.
- Requesting an appeal, additional verification or re-verification when that option is available.
- Informing the employer if the process is delayed for reasons outside the applicant’s control.
An appeal does not guarantee that the result will become positive. The final outcome depends on satisfactory confirmation from the issuing institution and compliance with the applicable recognition conditions.
Will a Delay or Verification Problem Cancel My Healthcare Licence?
A delayed or unsuccessful academic verification does not, by itself, establish an automatic UAE-wide rule cancelling a DHA, DOH or MOHAP professional licence.
However, the employment consequences may be different if the applicant’s healthcare facility has made Qualification Recognition a mandatory employment requirement.
Depending on the employer’s written circular or internal policy, failure to complete the process by the deadline could affect:
- Duty allocation
- Credential-file compliance
- Promotion or designation
- Contract continuation
- Temporary permission to work
Candidates must follow the exact instructions in their employer’s circular. Statements such as “immediate work suspension” should only be used when that consequence is expressly stated by the relevant employer or competent authority.
The Two Main Stages
Stage 1: Academic Document Verification
The applicant begins the academic-verification process through the route specified for MoHESR Qualification Recognition.
The verification provider may contact the university or awarding institution to confirm the qualification and supporting academic records. The duration depends heavily on how quickly the institution responds and whether additional documents are required.
Stage 2: MoHESR Qualification Recognition Application
Once the required verification has been completed, the applicant submits the Qualification Recognition application through the MoHESR portal.
MoHESR then reviews the application and issues its decision or requests additional information.
Any service time displayed by MoHESR generally applies after a complete application has reached the Ministry. It should not be treated as the total processing time for the external verification and Ministry stages combined.

The exact checklist may vary according to the country, qualification, mode of study and individual case. Common documents include:
- Passport copy
- Graduation or final degree certificate
- Complete academic transcript
- Verification report or reference generated through the approved process
- Previous qualification documents, where requested
