For a doctor planning to work in Qatar, the first question is usually, “Should I start with DataFlow or book the exam?” The better starting point is your eligibility. Your medical qualification, postgraduate training, clinical experience and intended scope of practice determine the route you should follow.
Qatar’s Department of Healthcare Professions (DHP), under the Ministry of Public Health (MOPH), regulates physician registration and licensing. Many applicants still search for a “QCHP licence”, but current applications follow DHP requirements.
This guide explains the standard overseas route and highlights the separate rules that may apply to eligible Qatar-based applicants. Requirements checked on 29 October 2026. DHP’s current circulars take priority where older guidance differs.
1. Understand the title you are applying for
| Route | Main requirement |
|---|---|
| General Practitioner (GP) | Recognised primary medical qualification, acceptable clinical experience and a qualifying exam or approved exemption |
| Specialist / Specialty scope | Acceptable postgraduate specialty training, the experience required for the qualification category and an exam where applicable |
| Consultant | DHP specialty licensing followed by facility assessment and promotion under DHP consultant criteria |
A consultant designation held overseas does not automatically transfer to Qatar. Equally, a positive PSV report or a Prometric pass does not by itself authorise clinical practice.
2. General Practitioner eligibility
The uploaded DHP physician guideline requires a recognised primary medical degree and sets a standard requirement of at least five years of clinical experience for overseas GP applicants. Applicants must pass the GP qualifying examination unless an approved exemption applies.
The guideline describes a minimum six-year undergraduate pathway and allows internship to complete that period where the medical course is shorter. However, the newer Circular DHP/2025/24 includes different academic-duration and internship wording for the categories covered by that circular. Doctors with shorter medical programmes, combined internship pathways or unusual training structures should obtain a case-specific DHP assessment before paying for exams or verification.
Do not assume that internship, observerships or unlicensed work will count towards the required clinical experience. Submit your complete training and employment chronology for assessment.
Special rules for eligible Qatar-based applicants
Circular DHP/2025/24 updates experience and exam requirements for defined groups. For GP applicants, it provides:
- Graduates of universities and higher education institutions in Qatar: completion of an internship year to practise in either sector.
- Qataris, offspring of Qatari women, offspring of residents and spouses of residents’ offspring graduating outside Qatar: internship requirements under the circular.
- Spouses of residents graduating outside Qatar: an internship year plus one year of practical experience.
Qatari nationals, offspring of Qatari women and graduates of Qatar higher education institutions are listed for qualifying-exam exemption. Residence or marriage alone does not establish an exam exemption. These provisions should not be presented as a general reduction of the five-year overseas GP requirement.
3. Specialist eligibility: qualification categories matter
DHP assesses the exact postgraduate qualification, training pathway and supporting experience. It does not classify every degree from one country identically.
| Qualification category | Experience after postgraduate qualification | Qualifying exam |
|---|---|---|
| Category 1 | At least 1 year | Not required under the category rules |
| Category 2 | At least 2 years | Not required under the category rules |
| Category 3 | At least 3 years, with qualifying structured training | Required, subject to applicable DHP rules |
The physician guideline also lists five years of total experience for specialty scope, alongside the applicable post-specialty requirement. DHP must assess the chronology; applicants should not automatically add every training and experience period together or count overlapping periods twice.
Category 3 requires evidence of at least three continuous years of structured postgraduate training and successful completion of an exit or board examination. The required post-qualification experience must come from governmental or semi-governmental hospitals, or hospitals providing postgraduate training, whether governmental or private.
An unlisted qualification may be considered under Category 3, but this does not guarantee acceptance. Short courses, memberships and fellowships do not automatically replace a recognised specialist training pathway.
For subspecialty applicants, DHP considers both the main specialty and the fellowship. The guideline requires at least one year of continuous structured fellowship training; the experience and examination requirements depend on the combination of qualifications.
4. How consultant promotion works
DHP’s physician guideline allows healthcare facilities to promote appropriately licensed specialty physicians to consultant under defined criteria.
| Qualification category | Minimum clinical experience after postgraduate qualification for consultant promotion |
|---|---|
| Category 1 | 2 years |
| Category 2 | 4 years |
| Category 3 | 6 years |
Experience alone is insufficient. The guideline also requires:
- DHP licensing in the specialty.
- At least two peer-reviewed publications as first or second author; only one may be a case report.
- At least two recommendation letters and satisfactory performance reports from the current workplace.
- Assessment by a facility committee comprising the medical director, a quality improvement member and an HR member.
- Supporting records available for DHP audit.
An overseas consultant should therefore review both specialty eligibility and the employer’s consultant assessment process.
5. Primary Source Verification: what it checks
Primary Source Verification (PSV) checks credentials directly with their issuing sources. Depending on the application, these may include medical degrees, postgraduate qualifications, training, employment, professional registration, good standing and examination certificates used for exemption.
DHP’s current PSV page lists DataFlow, Quadrabay and Approved Verification Services (AVS). Begin verification before submitting the evaluation application and attach the completed report as required.
| Provider | Application link | Support |
|---|---|---|
| DataFlow | https://www.dfgateway.com/ | https://support.dataflowgroup.com/ |
| Quadrabay | https://dhp.quadrabay.com/ | [email protected] |
| Approved Verification Services | https://www.avsqatar.com/avs/apply | [email protected]; +974 44644490 |
A positive report confirms verification findings. DHP separately decides whether the qualification, training and experience meet licensing requirements.
If an employer or university does not respond, follow up with the provider and issuing institution. Resolve name differences, date discrepancies and missing records with genuine supporting evidence. Never alter a document to match an application entry.
An existing report from another regulator may require transfer and additional verification. Confirm the Qatar-specific requirements with the provider.
6. Qatar physician qualifying examinations
The current DHP examination page gives the following formats:
| Examination | Questions | Duration | Pass mark |
|---|---|---|---|
| General Practitioner | 150 MCQs | 3 hours | 60% |
| Most listed physician specialties | 150 MCQs | 3 hours | 65% |
| Sports Medicine | 150 MCQs | 3 hours | 55% |
The current page permits unlimited attempts and states that scores will not be rounded. Older physician guides contain different attempt limits, so applicants should use the current examination page and booking instructions.
DHP lists 34 specialty physician examinations. Some cover several related scopes: for example, the Diagnostic Radiology examination covers diagnostic radiology, interventional radiology and nuclear medicine. The correct exam should match the scope assessed by DHP. Unlisted scopes are considered case by case.
GP exam exemptions
Circular DHP/2025/19 lists these examinations for GP exemption:
- IFOM Clinical Science Examination (CSE): minimum score 60%.
- USMLE Step 2.
- PLAB Part 1.
- MCCQE Part 1.
- AMC MCQ.
- PRES MCQ Part 2.
- MRCGP Part 1 Applied Knowledge Test (AKT).
The circular states that an exemption examination follows its certificate’s validity, or three years where validity is not specified. From 1 January 2026, qualifying examinations used under the circular must be supported by a verification report. Confirm acceptance before relying on an exemption.
A Saudi, UAE or other GCC licence alone should not be treated as proof of Qatar exam exemption.

7. Documents required
Evaluation stage
- Valid passport.
- QID, where applicable, or national identification as required.
- Recent photograph meeting DHP specifications.
- Updated CV using the DHP format.
- Primary medical degree and official transcript.
- Internship certificate.
- Postgraduate specialty, board and fellowship documents where applicable.
- Evidence of structured training and exit/board examination where required.
- Relevant employment certificates, including the recent five-year history required by the guideline.
- Professional registration/licences covering the claimed experience.
- Completed PSV report.
- Qualifying examination pass certificate or acceptable exemption evidence.
- Supervision and undertaking letters for eligible supervised applications.
- Supporting documents requested for gaps, name changes or discrepancies.
Employment certificates should clearly identify the employer, professional title, clinical department and exact employment dates. Good Standing is generally required at licensing, although DHP can request it earlier.
Documents in a language other than Arabic or English require translation into Arabic or English, submitted with the originals. The physician guideline states that PSV replaces certificate attestation for its registration process; separate immigration or employer requirements may still apply.
Licensing stage
- Approved evaluation and updated documents where needed.
- QID and employer/sponsorship documents applicable to the case.
- PSV report, including verified Good Standing as required.
- Qatar police clearance directed to MOPH for licensing purposes.
- Accepted medical fitness report, valid for six months under the guideline.
- Required health tests and chest X-ray under the applicable fitness policy.
- Compliance with the current CPR policy.
- Employer and licensed-facility requirements.
Consultant applicants should additionally prepare publications, recommendation letters, performance reports and committee assessment records. Privilege applications may require training evidence and verified procedure logbooks.

8. Application process: step by step
Step 1: Check eligibility and scope
Review your medical course, internship, postgraduate qualifications, clinical experience, registration history and gaps in practice. Identify whether the standard overseas route or a specific Qatar-based provision applies.
Step 2: Complete PSV
Choose an approved provider and the appropriate Qatar package. Ensure the documents being verified cover the proposed professional scope.
Step 3: Meet the exam requirement
Pass the correct DHP examination or submit acceptable, verified exemption evidence. Where permitted, exam preparation and PSV can proceed in parallel.
Step 4: Submit the evaluation application
Apply through DHP’s electronic registration and licensing system. Upload the required documents, pay applicable fees and respond fully to any return comments. Preliminary evaluation can be sought from outside Qatar, but final licensing requires the applicable employer and facility arrangements.
Step 5: Receive the evaluation decision
DHP assesses the qualification, experience, verification findings and scope. The physician guide gives a preliminary evaluation validity of six months. Check the dates on the issued approval.
Step 6: Complete employer-linked licensing
Complete the required local documents, medical fitness, police clearance and employer arrangements. Submit the licensing request through the electronic system. Begin clinical practice only after the appropriate licence has been issued.
Step 7: Complete consultant assessment or privileges where applicable
Consultant promotion requires the facility process described above. Advanced procedures may require separate DHP approval or an approved institutional privileging route. A specialty licence does not authorise every procedure.
9. Fees and processing time
| Cost | What to budget |
|---|---|
| PSV | Provider/package fee, extra documents, report transfers or further checks where applicable |
| Prometric | USD 244 under the published schedule effective 1 January 2026; confirm at booking |
| DHP evaluation and licensing | Current amount displayed in the official application system |
| Supporting documents | Good Standing, police clearance, fitness, translation and CPR-related costs where applicable |
| Consultant/privilege assessment | Additional documentation or assessment costs where applicable |
There is no single reliable total for every doctor. The published exam schedule also lists cancellation/rescheduling charges: USD 25 at least 30 days before the exam, USD 40 at 5–29 days, and the full fee for specified late changes, no-shows or refused late admission.
The uploaded physician guide gives review targets of 25 working days for a complete evaluation application and 15 working days for a complete licensing application. These exclude PSV, exam booking, document collection, returned applications and additional assessment.
10. Common reasons applications are delayed
- Applying for a specialty that does not match the qualification.
- Insufficient post-qualification experience.
- Category 3 experience from institutions that do not meet DHP requirements.
- Experience dates that differ between portal entries and certificates.
- Missing registration for the period of claimed practice.
- Unresolved PSV findings or delayed issuer responses.
- Expired or unverified examination exemption evidence.
- Gaps in clinical practice requiring further assessment.
- Missing employer, fitness, Good Standing or police-clearance documents.
- Assuming an overseas consultant title transfers automatically.
Keep registration and employment records current while the application is underway. For renewal, doctors must also meet DHP’s continuing professional development requirements; the physician guideline states that the system blocks renewal where CPD requirements are unmet.
Frequently asked questions
Can I get a Qatar licence with MBBS alone?
A medical degree is the academic starting point. The applicable internship, experience, examination, PSV and licensing conditions must also be met.
Does passing Prometric guarantee a licence?
No. DHP separately assesses the full application, including qualifications and experience.
Can I become a consultant with six years of experience?
The required period depends on the postgraduate qualification category. Publications, recommendations, performance reports and facility committee assessment are also required.
Is IELTS or OET compulsory for every physician?
The uploaded physician guideline does not list either as a universal document for every physician application. Employers, training programmes or individual assessments may impose additional language requirements.
Can every doctor with insufficient experience apply under supervision?
No. GP (Supervised) and Assistant Specialty are restricted pathways. Eligibility depends on the applicable circular, residency/category conditions and approved supervision arrangements.
