🎓 What Is UAE Qualification Recognition?
Qualification Recognition is the current name for the service previously known as university certificate equivalency.
The Ministry of Higher Education and Scientific Research—MOHESR—assesses qualifications obtained outside the UAE and issues a recognition decision. The process includes checking the qualification’s authenticity and the awarding institution’s accreditation.
🟢 UAE Qualification Recognition: Step-by-Step Process
Step 1: Confirm the Qualification Required
Check whether your employer needs recognition of your bachelor’s degree, master’s degree or another qualification. Also check the submission deadline.
For example, if you hold both BSc Nursing and MSc Nursing qualifications, ask which qualification the employer requires before paying for verification.
Step 2: Prepare Your Documents
Gather clear copies of your passport, final degree certificate and complete academic records. Check for differences in your name, course details or study dates.
Preparing these details carefully helps reduce requests for corrections later.

For a DataFlow-based recognition application, prepare:
✅ Valid passport copy
✅ Final degree or graduation certificate
✅ Complete transcript or all-year mark sheets
✅ UAE PASS account with accurate personal details
✅ Legal translation if the documents are not in English or Arabic
DataFlow requests academic records covering the full study period. Additional documents may be requested during review.
Depending on your case, also keep available:
- Name-change evidence if your documents show different names.
- Previous qualification documents, if requested.
- Existing healthcare DataFlow report for case review.
- Employer circular, MOHRE notification or application reference.
The ministry’s basic checklist lists the graduation certificate and passport; the verification partner requires supporting documents for its checks.
Step 3: Start Through the Official Recognition Service
Open the MOHESR qualification-recognition service, select an approved verification partner and sign in using UAE PASS.
Submit your qualification details, upload the requested documents and pay the partner’s verification fee.
Step 4: Complete Academic Verification through data flow
The verification provider checks your documents with the awarding institution.
Keep an eye on your registered email and application dashboard. If additional documents are requested, submit them promptly. Informing your university that a verification request is expected can also help you follow up with the correct department.
Step 5: Complete the Ministry Recognition Stage
After verification is completed, follow the recognition link sent to your email.
Enter the verification reference and date of birth, review the details and pay the ministry recognition fee.
Step 6: Download the Final Decision
You will receive an email with the ministry’s decision and access to the digital report.
Remember: The verification report and the final ministry recognition report are separate documents. Completing verification is an important stage, but the ministry issues the recognition decision.

Data flow for highest qualification- usually 350aed+ university charges
Equivalencey certificate fee :
Degree/Diploma-100 Aed+vat
Maser degree -150 Aed+ Vat
Phd adn doctorate – 200AED + Vat
⏳ How Long Does It Take?
MOHESR currently lists 18 working days as its service time. Some applications require additional review or documents.
The verification stage also depends on the university’s response. Avoid planning around a guaranteed completion date, especially if your employer has given you a deadline.
🟣 Already Have a Positive DHA, DOH or MOHAP DataFlow Report?
A positive healthcare DataFlow report does not itself replace the final MOHESR recognition report.
Before purchasing another verification package, check whether your existing report can be used or linked under the receiving provider’s current requirements.

⚠️ What If the University Does Not Respond?
If verification is delayed, first check the case status and the provider’s stated reason.
Useful next steps include:
- Contacting the university’s verification or examination department.

- Asking them to check for the provider’s email.
- Submitting any missing documents requested by the provider.
An “Unable to Verify” result does not automatically mean a certificate is fake. Review the reason and the available appeal options. DataFlow states that “Unable to Verify” or “Discrepancy” outcomes must be resolved before proceeding to its final recognition stage.
