UAE Exam Exemption for Doctors: DHA, MOHAP, DOH and SHA Requirements
Doctors who have completed overseas licensing examinations or recognised specialist training often ask: “Do I need to take another examination before working in the UAE?”
For eligible applicants, the UAE’s Unified Healthcare Professional Qualification Requirements (PQR) provide examination exemption routes. The relevant criteria depend on whether you are applying as a General Practitioner, Specialist Physician or Consultant Physician.
However, receiving an exam exemption does not automatically give you a UAE medical licence or the professional title you request.
Check the PQR Version Before Applying
Older PQR extracts show different section numbers, shorter consultant and specialist tables, and a two-year practice-gap threshold.
The April 2025 PQR available on DHA’s website places consultant, specialist and GP exam-equivalency criteria in Sections 21.6, 21.7 and 21.8. This article follows that edition.
Which UAE Authorities Use the PQR?
| Authority | Full name |
|---|---|
| DHA | Dubai Health Authority |
| MOHAP, commonly called MOH | Ministry of Health and Prevention |
| DOH, formerly HAAD | Department of Health – Abu Dhabi |
| SHA | Sharjah Health Authority |
These authorities share the Unified PQR framework, while managing their own applications and licensing decisions.
What Does Examination Exemption Mean?
An eligible doctor may complete licensing without taking the examination otherwise required for the approved route.
The exemption covers the examination requirement only. Qualification assessment, experience, credential verification, professional standing and other licensing requirements still apply. Authorities may impose additional equivalency requirements.
Consultant Physician Exam Exemption
Section 21.6 provides two alternative routes.
Route 1: A Recognised Tier 1 Specialty Certificate
The table includes the following countries and the Emirati Board:
| Country or entry | Country or entry |
|---|---|
| Australia | Austria |
| Belgium | Canada |
| Denmark | Finland |
| France | Germany |
| Iceland | Ireland |
| Luxembourg | Netherlands |
| New Zealand | Norway |
| Singapore | South Africa |
| South Korea | Sweden |
| Switzerland | United Kingdom |
| United States of America | Emirati Board |
Emirati Board is a qualification entry, not a separate country. The requirement concerns a recognised Tier 1 specialty certificate, rather than citizenship or employment in a listed country.
Before applying, identify the exact certificate, awarding body and specialty. A qualification’s recognition must be checked against the PQR’s specialty-certificate provisions.
Route 2: A Recognised Tier 2 Certificate With Additional Criteria
This route requires all the specified elements:
- Recognised Tier 2 specialty certification.
- Recognised subspecialty training or certification.
- More than ten years of related specialty practice, including at least two years in a senior teaching-hospital position.
- Participation in academic specialty-training teams.
- A valid licence and good professional conduct.
- The specified publication, clinical research and/or international specialty-conference activities.
Ten years of experience alone is insufficient.
Prepare evidence for each condition rather than relying only on a CV or job title.
Does Exemption Guarantee Consultant Classification?
No. Have your academic and specialty credentials, post-qualification experience and proposed scope assessed together.
The question “Am I eligible for Consultant?” should be resolved separately from “Can I receive an examination exemption?”
Specialist Physician Exam Exemption
Section 21.7 similarly provides a recognised Tier 1 route and a conditional Tier 2 route, using the listed countries and requirements outlined above.
Doctors should avoid assuming that every postgraduate degree, fellowship or membership examination provides the same recognition.
For example, when submitting MRCP, MRCS, MRCEM or another award, identify precisely what you completed. Membership examinations, residency completion and specialist certification are different credentials.
General Practitioner Exam Exemption
Section 21.8 lists the following recognised examination or medical-education routes:
| Country | Recognised route |
|---|---|
| Australia | AMC MCQ and Clinical examinations, or an AMC-accredited Australian medical degree |
| Canada | Licentiate of the Medical Council of Canada — LMCC |
| Ireland | Listed PRES completion and registration routes, or an Irish Medical Council-accredited Irish medical degree |
| New Zealand | NZREX, or an accredited New Zealand medical degree |
| UAE | Proof of passing EMREE |
| United Kingdom | PLAB I and II, an eligible accredited UK medical degree, or the table’s GMC-registration provision for older PLAB results |
| United States | Proof of passing USMLE Part III |
These are the GP examination-equivalency entries; the applicant must still meet the remaining GP licensing requirements.
Important Points About the GP Routes
PLAB: Is Part I Enough?
The table specifies PLAB I and II. A Part I result should not be presented as completion of that route.
USMLE: Are Steps 1 and 2 Enough?
The listed GP route specifies Part III. Do not assume that earlier steps establish exemption.
AMC: Is the MCQ Enough?
The examination route names both MCQ and Clinical components. Applicants who completed another Australian pathway should request an individual review.
EMREE: Does Passing Give You a GP Licence?
EMREE is listed as GP exemption evidence. It does not, by itself, remove degree, internship, experience or verification requirements.
A recent graduate should therefore have GP eligibility reviewed before treating an EMREE pass as permission to practise.
General Conditions That Can Affect Exemption
Practice Gaps
The April 2025 PQR excludes examination exemption after a clinical practice gap exceeding three years, with the stated exception for UAE nationals and children of Emirati women after completing discontinuity requirements.
A renewed registration does not necessarily demonstrate continued clinical employment. Prepare a clear practice timeline if you have taken a career break.
Examination Evidence Must Be Valid
Section 21.3 requires valid equivalency-examination evidence. Where the document states no validity, the provision specifies acceptance within five years of issuance. Read specific table provisions alongside this general rule.
Do not apply that period indiscriminately to every licence, board certificate or training award.
How to Apply Through Each Authority
| Authority | Application route |
|---|---|
| DHA | Sheryan professional registration |
| MOHAP | Health Professional Evaluation |
| DOH | Professional licensing application through TAMM |
| SHA | Healthcare Professional Assessment |
DHA Doctor Exam Exemption
Start with eligibility for the correct title. DHA’s self-assessment process can guide this initial review; unclear cases may proceed through the applicable registration-eligibility review.
Submit the exemption evidence through the professional registration process and follow the verification instructions.
MOHAP Doctor Exam Exemption
Include the relevant exemption evidence in the professional evaluation application. MOHAP lists exemption documents among the supporting records for evaluation.
Keep official result records, professional registrations and specialty documents available for any further review.
DOH Doctor Exam Exemption
Submit the relevant credentials in the DOH application through TAMM.
DOH also publishes recognition scenarios involving same-title DHA/MOHAP licences and previous DOH records, subject to the applicable conditions. These are separate from the overseas examination and specialty-certificate routes.
SHA Doctor Exam Exemption
SHA’s Healthcare Professional Assessment service accepts examination-exemption evidence and available PSV reports. Assessment approval must be followed by the relevant licensing action before practice begins.
Documents to Prepare
Your exact checklist depends on the title and exemption route. Prepare the applicable records:
- Passport and identity documents.
- Primary medical qualification and academic transcript.
- Internship completion certificate.
- Specialty and subspecialty qualifications.
- Residency or training-completion records.
- Official international examination results.
- Current medical registration or licence.
- Good Standing Certificate.
- Clinical experience certificates.
- Previous PSV/DataFlow reports.
- Surgical logbook, where required.
- Legal translations and name-change evidence, if applicable.
For the conditional Tier 2 route, also organise supporting evidence of teaching-hospital seniority, academic training responsibilities and the required scholarly or conference activities.
MOHAP and SHA publish profession-dependent document requirements, so use the checklist as preparation rather than assuming every item applies to every doctor.
Common Questions
Are Indian MD, MS, DNB or DM Holders Automatically Exempt?
Do not assume exemption from nationality or postgraduate study alone. Request assessment of the exact qualification, tier and relevant exemption route.
Can a GP Examination Result Exempt Me From Specialist Assessment?
Do not assume equivalency across titles. Apply for review under the actual specialist title and specialty.
Does a UK or US Licence Automatically Establish Consultant Status?
No. Consultant classification requires a separate review of the relevant specialist credentials and experience.
Are MRCP, MRCS or MRCEM Automatically Accepted for Exemption?
Check the precise award and the requested UAE title. Avoid relying on the abbreviation alone.
Does Exemption Make the Application Free?
Assessment, verification, registration and licensing charges may remain. There is no single all-inclusive exemption charge covering all four authorities.
