Planning to work in Oman as a nurse, doctor, dentist, pharmacist or allied health professional? Start by checking the requirements for your exact professional category.
The Oman healthcare license process may involve document verification, an OMSB examination, Ministry of Health registration and employer-supported licensing. Passing an exam alone does not replace the remaining licensing requirements.
OMSB and Oman MOH: What Is the Difference?
The Oman Medical Specialty Board (OMSB) conducts occupational classification examinations used by healthcare institutions for licensing assessments. These examinations are available through Pearson VUE and the OMSB National Test Centre.
The Ministry of Health (MOH) provides practitioner registration and licensing services. For private-sector licensing, the healthcare establishment submits the professional license application through the relevant service.
Documents Required
Prepare the following, according to your profession and application stage:
- Valid passport and identity documents.
- Degree or diploma, academic transcripts and relevant specialty qualifications.
- Professional registration or previous practicing license.
- Clinical experience certificates.
- Updated CV.
- DataFlow/primary source verification report, where required.
- OMSB examination result, where applicable.
- Employer letter and appointment documents.
- Police clearance, good standing, training certificates or other records when requested.
Documents in languages other than Arabic or English must be translated. Check the specific checklist before requesting additional records.

Oman Healthcare Licensing: Main Steps
1. Check Your Eligibility
Confirm your qualification, experience, registration history and intended job title before paying. Requirements differ between professions and between government and private-sector routes.
2. Complete DataFlow Verification Where Required
Primary source verification checks professional documents with their issuing organizations. Use the verification route and package required for your category. A previous overseas report does not automatically satisfy the Oman requirements.
3. Book the Correct OMSB Examination
Visit the official OMSB Pearson VUE page, create an account, select your examination and book an available appointment.
Check that your booking details match your identification. Non-Omani candidates must bring a valid passport. Confirm the current fee and examination policies before payment.
For exam study materials related to your profession, visit Nursing Manthra and open the Prometric/Pearson VUE Study Materials section. Search for your profession to find relevant exam preparation materials. For purchase assistance, contact Nursing Manthra on WhatsApp: +971 50 251 57
4. Apply for MOH Registration
Use the Health Practitioners Registration e-Service. Complete your details and submit the required qualification, transcript, experience and registration records.
This service lists practitioner registration as free. A registration number is separate from final professional licensing.
5. Complete Assessment and Licensing
Coordinate with your employer for any required interview or viva, employment permissions, supporting documents and license payment. The order can vary by profession and sector.
Do not start clinical practice until the required professional license and employment permissions are in place.
Oman Nursing Experience Requirements
The MOH’s November 2025 private-sector nursing SOP lists:
| Nursing qualification | Minimum experience |
|---|---|
| Bachelor’s degree | 3 years |
| Nursing diploma | 4 years |
The SOP also includes DataFlow, a Pearson VUE result, higher secondary records, nursing qualifications, council registration, experience and police clearance. These are private-sector nursing requirements, not a universal checklist for every healthcare profession. [4]
OMSB lists separate BSN and diploma nursing examinations. Select the appropriate category.
Oman Licensing Fees
The MOH private-establishment new-license service lists:
| Category | Published fee |
|---|---|
| Omani practitioners, all categories | OMR 20 |
| Non-Omani doctors | OMR 100 |
| Non-Omani nurses and technicians | OMR 50 |
Examination, verification and other charges are separate. Confirm the current amount for your service and category before paying.
