Registered Nurses working under the UAE Ministry of Health and Prevention (MOHAP, commonly called MOH) may be eligible to upgrade their professional title from Registered Nurse (RN) to Specialty Nurse/Specialist Nurse, provided they meet the qualification and specialty-experience requirements prescribed under the UAE Unified Healthcare Professional Qualification Requirements (PQR).
Upgrading is not automatic simply because a nurse has a Master’s degree or several years of nursing experience. MOHAP evaluates the specialty qualification, course duration, professional registration, relevant post-qualification clinical experience, Primary Source Verification/DataFlow status and, where applicable, examination requirements before approving the higher professional title.

Who Can Upgrade an MOH RN License to Specialist Nurse?
The current UAE Unified Healthcare Professional Qualification Requirements provide two qualification pathways for a Specialty Nurse.
Pathway 1 – Clinical Master’s/Postgraduate Specialty Qualification
The applicant should:
Be qualified as a Registered Nurse
AND
Hold a Clinical Master’s degree or postgraduate clinical nursing specialty qualification in one of the recognized nursing specialties, with a minimum course duration of one year
AND
Have at least one year of post-qualification experience in the related specialty field.
The current MOHAP-hosted Unified PQR states this qualification and experience requirement for the Specialty Nurse category.
Pathway 2 – Bachelor’s Degree in a Nursing Specialty
The applicant may alternatively hold:
A Bachelor’s degree in one of the nursing specialties, with a minimum course duration of three years
AND
Have at least two years of post-qualification experience in the related specialty field.
Important clarification
A normal general BSc Nursing degree should not automatically be treated as a specialty bachelor’s degree.
For example, having a BSc Nursing qualification plus several years of ICU experience does not by itself guarantee approval as a Critical Care Specialty Nurse under the qualification route. MOHAP will assess whether the educational qualification, specialty training and experience satisfy the PQR requirements for the requested title.
Similarly, holding an MSc Nursing qualification alone does not guarantee approval. The specialization shown in the postgraduate qualification and the clinical experience should correspond with the specialty title being requested.

Does Your Specialty Qualification Have to Match Your Experience?
Yes, this is extremely important.
MOHAP may review whether the applicant’s:
Specialty qualification → clinical department → experience → requested Specialty Nurse title
are appropriately related.
For example:
Example 1 – Critical Care Nurse
A nurse has:
- BSc Nursing
- Clinical Master’s/Postgraduate specialty qualification in Critical Care Nursing
- More than one year of post-specialty-qualification ICU experience
- Active MOHAP RN license
This profile may be considered for Critical Care Nurse, subject to MOHAP’s final assessment.
Example 2 – Pediatric Nurse
A nurse has:
- RN qualification
- One-year or longer eligible postgraduate clinical specialty qualification in Pediatric Nursing
- Required post-qualification pediatric clinical experience
The nurse may apply for evaluation under the Pediatric Nurse title.
Example 3 – Qualification and experience do not match
A nurse has:
- MSc Nursing in Mental Health Nursing
- Current experience only in an adult medical ward
The application cannot simply assume that the nurse qualifies for Mental Health Nurse. MOHAP will examine the relevance and duration of the specialty experience before deciding the appropriate title.
The final decision always belongs to MOHAP, not the applicant, employer or processing agency.
Is an Active MOH RN License Required for Title Upgrade?
For an existing MOHAP nurse seeking a change of licensed title, the current MOHAP service conditions require:
- A valid new MOHAP professional evaluation permitting the medical title to be updated according to the PQR.
- An active professional license with the applicant medical facility.
- A clean professional track record in the UAE.
- The medical facility itself must hold a valid license.
Therefore, when upgrading an existing MOHAP Registered Nurse license to a Specialty Nurse title, the RN license should normally be active, and the candidate must first obtain the appropriate updated professional evaluation.
Once MOHAP approves the new evaluation/title, the licensed facility can proceed with the Change Title of Licensed Health Professional service.
Step-by-Step Process to Upgrade MOH RN to Specialist Nurse
Step 1 – Check Your Qualification Before Applying
Before starting the application, confirm:
- You are qualified as a Registered Nurse.
- Your specialty qualification meets the required level and duration.
- Your clinical experience is related to the specialty.
- The required experience was obtained after the relevant qualification, as required by the PQR.
- Your requested specialty is recognized under the current PQR.
- Your MOHAP RN license is active where the application involves changing an existing licensed title.
Checking these points before applying can prevent unnecessary DataFlow, evaluation and examination expenses.
Step 2 – Prepare Your Specialty Documents
The specialty qualification needs to clearly demonstrate the area in which the nurse is claiming specialization.
For example, for a nurse applying for Critical Care Nurse, it is advisable for the educational and clinical documents to clearly establish the Critical Care/ICU specialty.
MOHAP’s professional evaluation service currently requires educational qualifications and academic records and may require professional experience, license/registration, good-standing-related documentation and previous DataFlow reports.
Step 3 – Apply for a New MOHAP Professional Evaluation
The nurse’s existing RN license itself does not automatically convert into a Specialty Nurse license.
An application must be submitted for MOHAP to evaluate the applicant against the qualification requirements for the requested specialty title.
MOHAP describes its Evaluation of Health Professional service as the process through which healthcare professionals obtain an evaluation certificate and, where applicable, undergo examinations to establish the appropriate professional level.
For an existing licensed nurse, this new evaluation is especially important because MOHAP’s Change Title service specifically requires a valid new professional evaluation permitting the title update.
Step 4 – MOHAP Reviews the Specialty Area
After submission, MOHAP officials review the application.
They may assess:
- Nursing qualification
- Specialty qualification
- Duration of specialty program
- Academic transcript
- Professional registration
- Specialty experience
- Duration of experience
- Whether the experience occurred after obtaining the specialty qualification
- Current and previous licenses
- Previous DataFlow/PSV reports
- Requested professional title
The professional title ultimately approved is based on MOHAP assessment and the PQR, rather than merely the title requested by the candidate.
Step 5 – DataFlow/Primary Source Verification
Primary Source Verification is an important component of UAE professional licensing.
Existing DataFlow reports should therefore be provided when available. MOHAP’s current evaluation requirements specifically ask applicants to submit unprotected copies of previous DataFlow reports, if any.
MOHAP’s published evaluation workflow also explains that after the application is reviewed, the applicant may receive a link to pay the applicable DataFlow verification fee.
Do all applicants have to pay the same DataFlow amount?
No fixed additional DataFlow amount should be promised before the application is reviewed.
If additional verification is required, the payment requirement may depend on the documents requiring verification. The candidate should pay the actual amount generated through the official payment link.
Previous positively verified documents may be available within the process, while newly submitted specialty qualifications or other credentials may require additional verification depending on MOHAP/DataFlow assessment.
Step 6 – Will an MOH Specialist Nurse Upgrade Require an Exam?
An examination may be required, but candidates should not assume beforehand that an exam will definitely be required or definitely be exempted.
MOHAP reviews the application and determines the applicable assessment pathway.
The current MOHAP professional evaluation service states that candidates must pass prescribed examinations if applicable.
The published MOHAP evaluation workflow further indicates that, after the verification stage, the application can proceed either toward the required examination or an examination exemption where applicable.
Therefore:
Submit application → MOHAP evaluates qualification and specialty → verification is completed → MOHAP determines examination requirement → candidate follows the instruction issued in the application.
Do not book an examination independently assuming that it will be required for a particular specialty unless MOHAP has instructed you to proceed.
Step 7 – Complete the Evaluation
After:
- Eligibility review
- Required DataFlow verification
- Examination, where required
- Other MOHAP requirements
the professional evaluation can be finalized for the approved specialty title.
The current MOHAP site lists the government fee for professional evaluation for nurses and midwives as AED 400. External verification and examination charges, where applicable, are separate.
Government fees and processes can change, so applicants should always rely on the amount displayed in their MOHAP application at the time of payment.
Step 8 – Change the Active RN License to the New Specialty Title
Receiving a Specialty Nurse evaluation is not the same as completing the professional license title change.
Once the candidate has a valid new MOHAP evaluation permitting the new title, the licensed healthcare facility can proceed through the MOHAP Change Title of Licensed Health Professional service.
MOHAP currently states that the professional must have an active professional license with the applicant medical facility, and the facility must have a valid license.
The current government fee listed for changing the title of nurses/technicians is AED 100, subject to MOHAP’s live fee schedule at the time of application.
After approval, the professional license can reflect the approved Specialty Nurse title.
Documents Required for MOH RN to Specialist Nurse Upgrade
The exact document request depends on the candidate’s profile and MOHAP assessment, but candidates should generally prepare the following.
Personal Documents
1. Valid international passport
A clear copy of the current valid passport.
2. Recent passport-size photograph
Prepare a recent professional photograph meeting the portal specifications.
Nursing Education Documents
3. Bachelor of Nursing degree certificate
BSc Nursing or the nursing qualification used to obtain RN status.
4. Bachelor degree academic transcript
The complete academic transcript should be provided.
5. Bachelor degree mark sheets
Keep all semester/year-wise mark sheets available where applicable.
Specialty Qualification Documents
6. Master’s degree certificate
For example:
- MSc Nursing – Critical Care
- MSc Nursing – Mental Health
- MSc Nursing – Pediatric Nursing
- MSc Nursing – Cardiovascular Nursing
depending on the requested specialty.
7. Postgraduate Clinical Nursing Specialty Certificate
Where eligibility is based on a postgraduate clinical specialty qualification rather than a Master’s degree, provide the complete certificate.
Remember that the PQR pathway refers to a minimum one-year specialty course duration for the clinical Master’s/postgraduate specialty route.
8. Master’s/Postgraduate academic transcript
The transcript is important because MOHAP may assess the specialty studied and educational content.
9. Master’s/Postgraduate mark sheets
Provide all relevant marksheets where applicable.
Registration and License Documents
10. Home-country nursing registration/license
For example, the applicable State Nursing Council registration for an Indian nurse.
11. Current MOHAP RN professional license
For an existing RN title upgrade, provide the active MOHAP license/details.
12. Previous MOHAP evaluation letter
Keep the previous RN evaluation certificate/letter available.
MOHAP’s current evaluation rules require applicants to hold the relevant accredited credentials and assess professional license/registration as part of the application.
Experience Documents
13. Specialty clinical experience certificate
This is one of the most important documents.
The experience certificate should properly establish:
- Employer/hospital
- Position
- Department/unit
- Start date
- End date or current employment status
- Relevant specialty area
For example, a Critical Care Nurse application should have appropriate evidence of ICU/critical care practice rather than relying on a generic nursing experience certificate wherever detailed evidence is available.
14. MOH/UAE RN experience certificate
If presently working under an MOHAP license, provide the relevant UAE experience certificate, particularly where the experience supports the specialty requested.
Remember the post-qualification rule
For the Clinical Master’s/Postgraduate specialty route, the required one year is post-specialty-qualification experience in the related specialty field.
For the specialty Bachelor’s route, the requirement is two years post-qualification in the related field.
MOHAP also states that professional experience is calculated from the date of issuance of the professional license in the country where the profession was practiced.
Good Standing Certificate
A Good Standing Certificate/current professional-status document may be required depending on the application and verification history.
For an existing MOHAP-licensed nurse, candidates should also be prepared to obtain the appropriate MOHAP good standing/professional status document where required.
MOHAP also requires a clean professional track record for changing an existing professional title.
Previous DataFlow Report
Provide your:
- Previous UAE DataFlow report
- Previous MOHAP-related verification
- Any additional DataFlow reports relevant to your qualifications or registrations
MOHAP specifically requests previous DataFlow reports, where available, during professional evaluation.
This is important because the new specialty qualification may need to be added to the verification process even though the original RN documents were previously verified.

Can an RN With MSc Nursing Directly Become a Specialist Nurse?
Not automatically.
MOHAP will need to determine whether:
- The candidate satisfies Registered Nurse requirements.
- The Master’s/postgraduate qualification is an eligible clinical nursing specialty qualification.
- The course duration satisfies the PQR.
- The requested specialty title is appropriate.
- The candidate has the required post-qualification experience in the related specialty.
- Qualifications and other credentials satisfy verification requirements.
- Any examination or additional assessment requirement has been completed.
Therefore, MSc Nursing + MOH RN license does not automatically equal Specialist Nurse license.
Can Experience Before the Master’s Degree Be Used for the One-Year Requirement?
The PQR specifically describes the Specialty Nurse requirement as one year of experience post qualification in the related specialty field for the Clinical Master’s/Postgraduate specialty route.
Accordingly, applicants should not assume that several years of specialty experience obtained before the specialty qualification will replace the prescribed post-qualification experience.
MOHAP makes the final determination based on the submitted profile.
Can MOH RN Experience Be Used?
Potentially, yes, when it is:
- Obtained under appropriate professional licensure,
- In the relevant clinical specialty,
- Obtained during the required post-qualification period, and
- Properly documented.
However, whether a particular experience certificate fulfills the Specialty Nurse eligibility requirement is decided by MOHAP after reviewing the application.
What Happens If Additional DataFlow Verification Is Required?
The candidate may receive a DataFlow payment requirement after MOHAP reviews the application.
The process is generally:
MOHAP application submitted → Officer reviews documents → Additional verification identified → Official DataFlow payment link generated → Candidate pays required amount → Verification completed → Evaluation continues.
MOHAP’s published workflow confirms that applicants can be given a verification payment link during the evaluation process.
Therefore, there is no need to guess an additional DataFlow fee in advance.
What Happens If MOHAP Requires an Exam?
Follow the instruction generated by MOHAP.
The candidate will receive the applicable examination information through the evaluation process. After successfully completing the examination and other outstanding requirements, MOHAP can continue the evaluation.
Passing an exam alone does not compensate for not meeting the educational or experience criteria for the requested professional title.
Important: MOHAP Makes the Final Decision
Specialty Nurse applications are evaluated individually.
Even when the candidate appears to satisfy the general qualification criteria, the final determination regarding:
- Eligibility
- Approved specialty title
- Experience acceptance
- DataFlow requirements
- Additional documentation
- Examination
- Examination exemption
- Professional evaluation
- License title change
rests with MOHAP.
This is why proper eligibility assessment before submitting an upgrade application is important.

I already have an active MOH RN license. Can I upgrade it to Specialty Nurse?
Yes, you may apply for evaluation for the specialty title when you meet the PQR qualification and experience criteria. For the actual licensed-title change, MOHAP requires a new evaluation permitting the updated title and an active license with the applicant facility.
I completed MSc Nursing. Is one year of experience enough?
For the eligible Clinical Master’s/Postgraduate clinical specialty pathway, the PQR requires one year of post-qualification experience in the related specialty field. The qualification itself must also satisfy the specialty and course-duration requirements.
My Master’s degree is Medical-Surgical Nursing. Which specialist title will I receive?
This cannot be determined solely from the degree title. MOHAP will examine the specialty curriculum, transcript, clinical experience and the professional title requested before determining the appropriate category.
I have ICU experience but no postgraduate ICU/Critical Care qualification. Can I become a Critical Care Nurse?
Clinical experience alone should not be assumed to satisfy the current Specialty Nurse qualification pathway. Your education and experience should be assessed against the PQR before applying.
Is DataFlow required again?
Documents already positively verified may be available within the existing verification history, but new or previously unverified specialty qualifications or other credentials may require additional PSV. MOHAP will determine what verification is needed.
Is the Specialist Nurse exam compulsory?

Can I apply when my MOH RN license is inactive?
