What is the “Same State Rule”?
For a successful health authority application (DHA, MOH, DOH), your three most critical documents must align with the same state nursing council:
- Nursing Registration Certificate
- Experience Certificate
- Good Standing Certificate
The Common Scenario leading to Rejection
Most Indian nurses study in one state (e.g., Karnataka) and work in another (e.g., Kerala or Tamil Nadu).
- The Mistake: Keeping the active registration in Karnataka while working in Kerala, and then applying for a Good Standing certificate from Karnataka.
- The Result: The health authority in the Gulf will reject the application because the Good Standing comes from a council (Karnataka) that does not oversee the hospital where you gained your experience (Kerala).
Why Does the Authority Reject the Application?
The Gulf health authorities require that the council issuing your Good Standing must be able to verify your practice and conduct during your period of experience. If your license is in State A but your work was in State B, there is no official link for verification.
The Solution: Reciprocal Registration
If you are working in a state different from where you studied, you must transfer your registration to that state (Reciprocal Registration) before gaining significant experience. This ensures that your Registration, Experience, and Good Standing all come from the same council.
