UAE Exam Exemption for Dentists: DHA, MOHAP, DOH and SHA Requirements:

Share Now..

If you have completed overseas dental examinations or specialist training, you may be wondering whether you need another licensing examination to work in the UAE.

The Unified Healthcare Professional Qualification Requirements (PQR) contain examination exemption routes for General Dentists, Specialist Dentists and Consultant Dentists. Your eligibility depends on the professional title requested and the evidence you submit.

Exam exemption does not automatically grant a dental licence, specialist classification or permission to practise.

Which PQR Version Should You Follow?

The April 2025 PQR available on DHA’s official website places the dental exemption criteria in:

  • Section 21.9: Consultant Dentist.
  • Section 21.10: Specialist Dentist.
  • Section 21.11: General Dentist.

Compared with older extracts, these tables include South Korea and South Africa for specialist and consultant dentists, and the UAE’s EDEE route for general dentists.

This blog follows that edition. Confirm the current instructions applied by your receiving authority before submitting an application.

Does the PQR Apply to All Four Authorities?

AuthorityFull name
DHADubai Health Authority
MOHAP, commonly called MOHMinistry of Health and Prevention
DOH, formerly HAADDepartment of Health – Abu Dhabi
SHASharjah Health Authority

These authorities share the Unified PQR framework, while operating separate application and licensing processes.

General Dentist Exam Exemption

Section 21.11 lists the following examination or registration routes:

CountryRecognised evidence
AustraliaAll ADC written and clinical examination components, or Australian Dental Board registration following an accredited Australian dental programme
CanadaCompletion of all parts of the National Dental Examining Board of Canada examination
IrelandIrish Dental Council examinations I and II, or registration following an accredited Irish dental programme
New ZealandAll NZDREX components, or NZ Dental Board registration following an accredited New Zealand dental programme
United KingdomAll ORE components for non-UK graduates, no older than five years, or GDC registration following an accredited UK dental programme
United StatesNBDE Parts I and II, as specified in the table
UAESuccessful completion of the Emirates Dentistry Residency Entry Examination — EDEE

The complete route must be satisfied; a partial examination pass should not be treated as sufficient.

Is ADC Written Enough?

The examination route specifies written and clinical completion. Prepare official evidence of all required components.

Is ORE Part 1 Enough?

The table requires all ORE components and includes a five-year condition for the examination route.

Does GDC Registration Automatically Give Exemption?

The table’s registration alternative is linked to graduates of accredited UK dental programmes. Overseas graduates who obtained registration through another route should request an individual assessment.

What About INBDE?

The reviewed PQR table names NBDE Parts I and II; it does not expressly name INBDE.

Therefore, INBDE alone should not be advertised as a guaranteed UAE examination exemption. Submit the official result and supporting credentials for confirmation by the receiving authority.

Does EDEE Remove Experience Requirements?

EDEE is listed as examination-equivalency evidence. Exemption remains limited to the examination; other licensing requirements must still be met.

Specialist Dentist Exam Exemption

Section 21.10 recognises the following qualifications and combinations:

CountryListed evidence
Australia / New ZealandFellowship of the Royal Australasian College of Dental Surgeons
CanadaNational Dental Specialist Examination — NDSE pass evidence
IrelandCCST in Orthodontics or Oral Surgery, together with inclusion in the Irish Dental Council Specialist Register
United KingdomCCST and inclusion in the UK dental specialist register
United StatesDental specialty board certification meeting the PQR’s ADA-approval wording
South KoreaThree-year specialty residency after internship and the specified specialist licence
South AfricaCollege of Dentistry fellowship or MChD, together with HPCSA registration

These are specific qualification routes, rather than blanket exemptions for everyone registered in those countries.

Check the exact award, awarding organisation, training history and specialty you intend to practise.

A general registration examination should not be treated as specialist certification. Similarly, avoid describing membership examinations such as MFDS or MJDF as automatic substitutes for specialist training completion.

Consultant Dentist Exam Exemption

Section 21.9 lists the same recognised qualification routes, with additional requirements concerning recent practice:

  • The most recent country of practice must be one of the listed countries, with at least two years of practice there.
  • The professional licence from that country must cover at least two years.
  • Good-standing evidence must attest to at least two years of recent practice.

Prepare a clear timeline of your qualification, registration and employment.

For example, if you hold a listed specialist qualification but your most recent clinical practice was elsewhere, seek review before assuming that the consultant exemption applies.

Does Exemption Guarantee Consultant Status?

No. Consultant classification and examination exemption are separate questions.

Have your qualification tier, specialty and post-qualification experience reviewed for the title you are requesting. Do not rely solely on an overseas job designation.

General Conditions Affecting Dental Exam Exemption

Other Licensing Requirements Remain

The PQR limits exemption to the licensing examination. Credentialing, experience and primary source verification requirements remain applicable.

Practice Gaps Need Careful Review

The DHA-hosted April 2025 PQR states a three-year general exemption gap threshold, subject to its specified exception for UAE nationals and children of Emirati women after completing discontinuity requirements.

Do not assume this overrides a stricter instruction from your receiving authority. If your practice gap is approaching or exceeds two years, obtain written guidance before paying application or verification charges.

Examination Evidence Must Be Valid

The general provision requires valid equivalency-examination evidence. Where no validity is stated, it specifies acceptance within five years of issuance. Specific table conditions must also be considered.

Keep examination evidence separate from licence-renewal records; they establish different facts.

Nationality Alone Is Insufficient

A passport, residence visa or employment offer from a listed country does not establish completion of a recognised qualification or examination route.

How to Apply Through Each Authority

AuthorityApplication route
DHASheryan professional registration
MOHAPHealth Professional Evaluation
DOHProfessional licensing through TAMM
SHAHealthcare Professional Assessment

DHA Dental Exam Exemption

Start by checking eligibility for the correct dental title. DHA provides self-assessment and registration-eligibility review services.

Submit the relevant credentials and verified exemption evidence through the applicable registration process. dha.gov.ae

MOHAP Dental Exam Exemption

Include exemption evidence in the professional evaluation application. MOHAP lists exemption documents among its supporting records. mohap.gov.ae

Continue responding to qualification and verification requests while the application is reviewed.

DOH Dental Exam Exemption

Submit the relevant evidence through the DOH licensing application.

An existing UAE licence or previous DOH record may involve a separate recognition review. Check the conditions applicable to your title and licence status rather than assuming automatic transfer. www.doh.gov.ae

SHA Dental Exam Exemption

SHA’s professional assessment service accepts examination-exemption evidence and available PSV reports.

An assessment certificate alone does not authorise practice; the professional licensing stage must follow. sha.shj.ae

Documents to Prepare

Your final checklist depends on the authority, dental title and exemption route. Prepare the applicable records:

  • Valid passport and identity documents.
  • BDS, DDS, DMD or equivalent qualification.
  • Academic transcript.
  • Internship completion certificate.
  • Official examination results.
  • Current dental registration or licence.
  • Good Standing Certificate.
  • Specialty qualification and training-completion records.
  • Specialist-register evidence, where specified.
  • Clinical experience certificates.
  • Previous PSV/DataFlow reports.
  • Surgical logbook, where applicable.
  • Legal translations and name-change evidence, if required.

Consultant applicants should also organise the recent-country practice, licence and good-standing evidence described above.

DHA, MOHAP and SHA publish profession-dependent document requirements, so this is a preparation checklist rather than a claim that every item applies to every applicant.

Recommended Application Steps

  1. Identify the authority regulating your intended workplace.
  2. Confirm the dental title and specialty you are eligible to request.
  3. Match your credentials to the appropriate exemption table.
  4. Check examination dates, registration status and practice history.
  5. Submit the application and complete required verification.
  6. Obtain the authority’s examination decision.
  7. Complete licensing and facility requirements before starting work.

Keep official documents and application references together. If a request is returned, respond to the stated reason rather than assuming the exemption evidence was accepted.

Frequently Asked Questions

Does an Indian MDS Automatically Give Exam Exemption?

Do not assume exemption from the degree abbreviation alone. Recognition of the exact award, specialist title and applicable route needs review.

Does an Overseas Licence Automatically Qualify Me?

Only where the complete applicable route is satisfied. Country of registration alone is not a blanket exemption.

Does Exemption Grant Implantology Privileges?

Do not treat examination exemption as approval for additional procedures. Confirm your approved scope and any separate privilege requirements.

Does Approval From One Authority Apply Everywhere?

The receiving authority must review your application. A shared qualification framework does not create a single UAE dental licence.

Is the Exemption Process Free?

Assessment, verification, registration and licensing charges may remain. Request a case-specific breakdown rather than relying on one advertised “exemption fee.”
