UAE Licensing Exam Exemption for Allied Health and Paramedical Professionals:

Share Now..

Can allied health professionals obtain a UAE healthcare licence without taking the local licensing examination? Some applicants can qualify for exam exemption, depending on their professional title, overseas registration, recognised examination results and other eligibility conditions.

The Unified Healthcare Professional Qualification Requirements—commonly called the PQR—provide the framework used by the Dubai Health Authority (DHA), Ministry of Health and Prevention (MOHAP), Department of Health–Abu Dhabi (DOH) and Sharjah Health Authority (SHA). Each authority reviews applications within its jurisdiction.

For applicants, the key is to identify the exemption provision that matches their exact professional title.

What Does Licensing Exam Exemption Mean?

Exam exemption allows an eligible applicant to proceed without the licensing examination covered by the accepted equivalency route.

It does not automatically waive qualification assessment, experience requirements, professional registration, good standing, primary source verification or the remaining licensing procedures.

An assessment or eligibility approval also does not authorise clinical practice. SHA expressly requires applicants to obtain their professional licence before beginning work.

How Can Allied Health Professionals Qualify?

There are two main routes to investigate:

  • Recognised overseas licensing: A valid professional licence and Good Standing Certificate from a country or regulator listed for the relevant profession, subject to additional conditions.
  • Recognised examination results: An accepted international examination pass record specifically identified for the requested professional title.

The newer PQR tables are broader than the older seven-country extracts supplied with this article. Applicants should use the current title-specific requirements rather than treat an older screenshot as a complete eligibility checklist.

Profession-Wise Exam Exemption Routes

The following sections explain the routes described in your supplied PQR extracts. These are useful starting points for a credential review. Older regulator names, examination formats and registration pathways must be checked against the requirements applied to a new application.

1. Dental Hygienists

The supplied dental hygienist table identifies the following credentials and pathways:

CountryRoute described in the supplied extract
AustraliaRequired dental hygiene written and clinical examinations and certificate, or qualifying Australian dental board registration
CanadaNational Dental Hygiene Certification Examination—NDHCE
IrelandRequired Dental Council examinations or registration as a dental hygienist
New ZealandRequired dental hygiene registration examinations or Dental Council registration
South AfricaHPCSA registration as a dental hygienist
United KingdomGeneral Dental Council registration as a dental hygienist
United StatesNational Board Dental Hygiene Examination plus the required state or regional clinical examination

The registration category matters. Registration as a dental nurse or another dental professional should not be treated as dental hygienist registration.

2. Clinical Dietitians

The supplied dietitian extract identifies credentials associated with:

  • Australian Accredited Practising Dietitian status.
  • The Canadian Dietetic Registration Examination.
  • CORU in Ireland.
  • The New Zealand Dietitians Board.
  • South Africa’s HPCSA.
  • The UK’s HCPC.
  • The US Commission on Dietetic Registration.

Applicants should distinguish Clinical Dietitian eligibility from nutritionist, wellness coach or nutrition adviser credentials. A short nutrition course or general association membership does not automatically establish eligibility for the clinical title.

3. Emergency Medical Services and Paramedics

For emergency medical professionals, the qualification and registration level are particularly important.

The older extract describes specified Australian and New Zealand qualifications with an internship, Canadian Advanced Care Paramedic credentials, Irish Advanced Paramedic registration through PHECC, specified South African qualifications, UK registration and US paramedic-related credentials.

The newer DOH-hosted Emergency Medical Services table also provides a listed-country licence-and-good-standing route, subject to its conditions.

EMT, advanced EMT and paramedic credentials should not be treated as interchangeable. Submit evidence showing your exact qualification, registration level and scope of practice.

4. Medical Imaging Technologists

The supplied imaging table identifies routes involving:

  • Australian Medical Radiation Practice Board registration.
  • Canada’s CAMRT certification examination.
  • CORU registration in Ireland.
  • New Zealand registration or the stated examination pathway.
  • South African HPCSA registration as a radiographer.
  • Qualifying UK HCPC registration.
  • US ARRT credentials.

The requested imaging title must match the evidence. A credential used for radiography should not be assumed to establish eligibility for MRI, sonography or nuclear medicine.

5. Medical Laboratory Technologists

The supplied laboratory extract names AIMS-related Australian credentials, Canada’s CSMLS, the Irish route stated in the extract, New Zealand laboratory registration, South African HPCSA technologist registration, UK HCPC Biomedical Scientist registration and US ASCP credentials.

Applicants should provide the exact certification and registration category.

An ASCP preparation course, membership or unrelated certificate is different from the professional credential identified in an exemption provision. Similarly, an Australian skills assessment should not automatically be described as professional registration.

6. Nuclear Medicine Technologists

The supplied nuclear medicine extract identifies Australian medical radiation registration, the Canadian CAMRT examination, Irish CORU registration, New Zealand registration or the stated examination route, South African HPCSA registration, qualifying UK registration and US ARRT or NMTCB certification.

Your documents should demonstrate the nuclear medicine qualification and relevant professional scope. General imaging credentials alone should not be assumed to satisfy every requirement for this title.

7. Physiotherapists

The physiotherapy extract identifies:

  • Australian physiotherapy registration.
  • The specified Canadian regulatory route.
  • The Irish qualification and registration route stated in the extract.
  • New Zealand physiotherapy registration.
  • South African HPCSA registration.
  • Qualifying UK HCPC registration.
  • A US National Physical Therapy Examination—NPTE—pass.

These provisions concern the Physiotherapist title. Applicants should separately check the requirements for physiotherapy technician, massage therapist or other rehabilitation roles.

8. Radiation Therapists

The supplied radiation therapy table identifies Australian medical radiation registration, Canada’s CAMRT examination, Ireland’s CORU, New Zealand registration or the stated examination route, South African HPCSA registration, qualifying UK registration and US ARRT certification.

Diagnostic radiography and radiation therapy have different professional scopes. Your qualification and credential must support the radiation therapy title requested.

9. Sonographers

The supplied sonography extract identifies:

  • Australia’s ASAR.
  • Sonography Canada.
  • Ireland’s CORU.
  • New Zealand registration or the stated examination route.
  • The South African route specified in the table.
  • Qualifying UK HCPC registration.
  • US ARDMS or ARRT credentials.

The credential and specialty must match the intended UAE title. ARRT registration in an unrelated discipline should not be presented as automatic sonographer exemption.

What About Other Allied Health Professions?

Professionals outside these categories should review both the qualification requirements for their title and the PQR provision addressing other allied healthcare titles.

Absence from the supplied screenshots does not, by itself, establish that an examination is mandatory. Equally, overseas registration should not be treated as a blanket exemption for every allied health profession.

Related Category: Pharmacists and Clinical Pharmacists

Pharmacy has its own exemption provisions and should be assessed separately.

The supplied extract identifies specified regulators in Australia, Canada, Ireland, New Zealand, the UK and the USA. The newer MOHAP-hosted PQR contains a broader licensing route and separately identifies an EPREE pass route. Applicants must still satisfy the requirements for their requested pharmacy title.

Exam exemption alone does not confer Clinical Pharmacist status. Nursing and midwifery also have separate provisions.

Can a Practice Gap Affect Exemption?

Yes. Applicants must distinguish qualification-recency conditions from restrictions relating to a break in clinical practice.

Official online PQR copies contain differing wording: the DHA-hosted April 2025 radiation therapy table uses a three-year qualification-recency condition, while the DOH-hosted EMS table uses two years; both also address practice continuity. Applicants with a practice gap should obtain confirmation of the provision applied by the receiving authority.

Do not assume that one gap threshold applies identically to every profession and authority.

Documents Required for an Exemption Application

Prepare the following documents, as applicable:

  1. Valid passport.
  2. Recent passport-sized photograph.
  3. Emirates ID, where required.
  4. Degree or diploma certificate.
  5. Academic transcript.
  6. Internship or clinical training completion certificate.
  7. Current professional licence or registration.
  8. Good Standing Certificate.
  9. Employment certificates showing professional role and dates.
  10. Recognised examination results or certification supporting exemption.
  11. Previous primary source verification reports.
  12. English-language evidence, where required.
  13. Name-change evidence and legal translations, where applicable.

MOHAP’s evaluation service specifically accepts exemption documents and previous DataFlow reports. The final upload checklist depends on the authority and application category.

How to Apply for UAE Licensing Exam Exemption

Step 1: Confirm the Authority and Professional Title

Identify the regulator responsible for the intended facility and select the precise title supported by your qualifications.

Step 2: Match Your Credentials to the PQR

Check whether your registration or examination result meets the relevant provision. Compare the credential itself—not just its country of issue.

Step 3: Prepare Supporting Documents

Check registration validity, good standing, employment dates and consistency of names across certificates.

Step 4: Complete Required Verification

Provide previous verification reports and arrange any additional primary source verification requested.

Step 5: Submit the Application and Exemption Evidence

Clearly identify the exemption basis and attach the supporting documents through the authority’s assessment or licensing service.

Step 6: Respond to the Review

The authority may request clarification, additional evidence or an assessment if exemption conditions are not met.

Step 7: Complete Professional Licensing

Finish the remaining registration and licensing requirements before starting clinical work.

DHA’s published process includes eligibility review, verification, assessments where required, registration and professional licence activation.

Does Exam Exemption Remove All Fees?

No. Applicants may still need to pay application, verification, credentialing, registration and licensing charges.

Document translation and additional verification can also create costs. Check current service charges and the quotation for your application; there is no single exemption price covering all four authorities.

Frequently Asked Questions

Does nationality determine eligibility?

A passport from a listed country alone does not establish eligibility under an overseas credential route. The specified licence, registration or examination evidence and other conditions must be satisfied.

Does HCPC registration exempt every allied health professional?

The registration category must match the requested UAE title and the relevant PQR provision. HCPC registration should not be treated as a universal exemption.

Can I move between UAE authorities without another examination?

The PQR includes a licensing recognition pathway, subject to conditions and the receiving authority’s procedures. A new application still requires review.

Can I work after receiving an assessment certificate?

You must obtain the required professional licence first. An assessment certificate alone does not authorise practice.
