Planning to work in the UAE as a laboratory professional, physiotherapist, radiographer or another allied healthcare professional? Before submitting an application, you need to identify the correct licensing authority and the professional title that matches your qualification.
For a workplace regulated by the Ministry of Health and Prevention (MOHAP), the usual process involves professional evaluation, credential verification, any required assessment and final licensing through your employer.
One distinction is especially important: an MOHAP evaluation certificate does not, by itself, authorise you to begin clinical practice. Evaluation and professional licensing are separate stages.
This guide explains where to start, which documents to prepare and how to move through the process.
Who Should Apply Through MOHAP?
Apply through MOHAP when your intended workplace comes under MOHAP’s regulatory jurisdiction.
Do not choose an authority based only on the emirate where you plan to live. Confirm the healthcare facility’s regulator with the employer—particularly when considering jobs in Sharjah, where SHA and MOHAP have separate licensing routes.
“Allied health” and “paramedical” cover many professions. Examples include:
- Medical laboratory sciences.
- Physiotherapy and occupational therapy.
- Radiography and medical imaging.
- Respiratory care.
- Anaesthesia technology.
- Dialysis technology.
- Audiology and speech therapy.
- Optometry.
- Dietetics and nutrition.
- Other recognised healthcare technical disciplines.
Your application must use the official professional title supported by your education and clinical background.
MOHAP Eligibility Requirements
MOHAP assesses applicants against the Unified Healthcare Professional Qualification Requirements (PQR). Requirements differ between professions and between technician, technologist, therapist and assistant titles.
Recognised educational qualification
Your qualification must match the requirements of your selected title. The institution’s recognition, programme duration, subjects studied and clinical training can affect the assessment.
A general paramedical certificate does not automatically establish eligibility for a regulated clinical title.
Relevant experience, where required
There is no single experience requirement for every allied healthcare applicant.
Where experience is required, it must meet the relevant PQR conditions. The PQR generally requires relevant, hands-on clinical employment; teaching and non-clinical work do not substitute for required clinical experience.
Professional registration, where applicable
Prepare your professional licence or registration from your home country and/or country of last employment, where applicable.
Your academic transcript is also important because it helps establish the discipline and professional title for which you may qualify.
Can Fresh Graduate Allied Healthcare Professionals Apply?
Some fresh graduates can apply, depending on the professional title and current eligibility rules.
MOHAP’s April 2026 announcement removed the six-month post-graduation experience requirement for specified roles, including:
- Medical laboratory technicians.
- Medical laboratory technologists.
- Respiratory care technicians.
- Healthcare assistants.
The announcement covers eligible graduates from the UAE and abroad. Other allied health specialisations may be reviewed individually.
This should not be interpreted as a blanket experience exemption for every paramedical profession. Confirm your exact title before paying application, verification or examination fees.
Documents Required for MOHAP Evaluation
Prepare clear, complete scans. Your final checklist depends on your profession and circumstances.
| Document | What to prepare |
|---|---|
| Valid passport | Clear copy of the relevant personal-details pages |
| Qualification certificate | Degree or diploma supporting your intended professional title |
| Academic record | Complete transcript or mark sheets |
| Experience certificates | Relevant employment records, where required |
| Professional licence or registration | Applicable registration covering your professional practice |
| Good Standing Certificate | Professional conduct certificate from the relevant authority |
| Previous DataFlow reports | Unprotected copies, if available |
| Assessment exemption documents | Evidence supporting an applicable exemption |
| Additional supporting records | Clinical training, internship, name-change evidence or other documents requested |
MOHAP’s evaluation service lists experience, professional licence and good-conduct documents as optional for new graduates. This does not make every new graduate eligible; the qualification and title requirements still apply.

Is a Good Standing Certificate the Same as Police Clearance?
No. A professional Good Standing Certificate concerns your standing with the relevant healthcare regulator.
The PQR generally requires this certificate to be no older than six months at application. Obtain it from the appropriate authority and follow any instructions applicable to countries without a professional regulatory body.
Do Documents Need Translation?
MOHAP’s published guidance accepts documents in Arabic or English. Documents in other languages require the prescribed legal translation and certification, together with the original-language records.
MOHAP Allied Health License Process: Step by Step
Step 1: Confirm Your Professional Title
Check the PQR category that matches your education and clinical work.
For example, “laboratory technician” and “laboratory technologist” should not be selected interchangeably. Similarly, a qualification in one technical discipline may not support another title simply because the work appears related.
If your qualification does not clearly match a listed category, seek clarification before submitting.
Step 2: Access MOHAP Online Services
Visit the official MOHAP website and open Evaluation of Health Professional.
Complete the required sign-in through UAE PASS and enter your personal information accurately.
Official website: MOHAP UAE
Step 3: Complete the Evaluation Application
Select your professional category and title, then enter your education, registration and experience details.
Upload the required documents, previous DataFlow reports and any exemption evidence. Pay the applicable evaluation fee and submit.
Step 4: Complete DataFlow Verification
Follow the verification instructions issued through your application. MOHAP’s published process includes an initial review followed by a link for payment of the DataFlow verification fee.
Complete the requested checks and respond to additional-document enquiries.
Step 5: Complete the Required Assessment
Once directed by MOHAP, complete the assessment applicable to your title or submit the evidence needed for an approved exemption.
Step 6: Receive the Evaluation Certificate
After meeting the evaluation requirements, receive your MOHAP evaluation certificate. Keep the certificate and application reference available for the employer-led licensing stage.
These steps follow MOHAP’s published evaluation pathway; always follow the sequence and instructions shown in your own application.
Step 7: Your Employer Applies for the Professional Licence
The healthcare facility submits the licensing application using the relevant MOHAP service.
The process requires a valid MOHAP evaluation, accepted credential verification and a valid facility licence. You must accept the facility’s work invitation.
The licensing checklist includes your passport, introductory statement, medical malpractice insurance and applicable experience documentation. Follow the profession-specific requirements shown in the application.
Step 8: Begin Practice After Licence Issuance
Complete the remaining employment and licensing requirements with your employer. Begin clinical practice only after the professional licence has been issued and you are authorised to work in the approved role.
Understanding DataFlow Verification
DataFlow checks credentials with their original issuing organisations. Depending on the application, this may include your university, employer and professional regulator.
Before submission:
- Check that your name and dates match across documents.
- Provide accurate contact details for issuing organisations.
- Keep complete, readable copies of your records.
- Disclose previous verification history.
- Check whether an existing report can be transferred before purchasing another package.
A positive verification result confirms the credentials checked. MOHAP still decides whether those credentials satisfy the requirements for your requested title.
MOHAP Assessment and Exam Preparation
The assessment depends on your professional category. MOHAP’s evaluation system integrates with Prometric, but applicants should follow the assessment method and booking instructions issued for their particular application.
Before booking, confirm:
- Your approved professional title.
- Assessment format and examination provider.
- Authorisation validity and booking deadline.
- Fees and rescheduling conditions.
- Identification requirements.
- Previous-attempt declarations.
Do not assume that every allied health examination has the same question count, duration or passing score.
For preparation, choose resources relevant to your discipline. Laboratory applicants, physiotherapists and radiographers need different subject coverage. Use practice questions to identify weak areas and understand the reasoning behind each answer.
MOHAP Fees for Allied Healthcare Professionals
The official evaluation service currently lists AED 300 for allied healthcare evaluation. This is separate from verification, assessment and final licensing charges.
MOHAP’s professional licensing service lists a AED 1,000 licence fee for nurses and technicians in private facilities. Confirm whether that category applies to your approved title and check all additional charges at payment.
Your total budget may include:
- Evaluation.
- DataFlow verification or report transfer.
- Assessment and repeat attempts, if needed.
- Licence application and issuance.
- Translation or additional document verification.
- Optional application-assistance charges.
Ask for a fee breakdown before paying for a service package.
How Long Does the Process Take?
MOHAP lists five working days for the evaluation service. This is not a promise that the complete licensing process—including verification and examination—will finish within five days.
The published licensing service timeline is one to two working days, subject to a complete application and fulfilment of requirements.
University responses, employer verification, missing documents and assessment availability can extend the overall timeline.
What If You Have a Gap in Clinical Practice?
Disclose your complete work history.
MOHAP’s current evaluation page and licensing page describe gap-of-practice conditions differently: the evaluation page refers to three years, while the licensing page refers to two years and allows applicable training evidence under the PQR. Obtain an individual review if your gap approaches or exceeds two years.
Before paying for a clinical placement or course, confirm that MOHAP will accept it for your circumstances.
Common Mistakes to Avoid
- Choosing a title based only on your job designation.
- Assuming all paramedical applicants need the same experience.
- Treating an internship as employment without checking the rules.
- Uploading incomplete transcripts or unclear certificates.
- Leaving name differences unexplained.
- Booking an assessment before receiving the correct instructions.
- Assuming DHA or DOH approval automatically becomes an MOHAP licence.
- Starting clinical work with only an evaluation certificate.

Frequently Asked Questions
Can diploma holders apply?
Some professional titles accept specified diplomas. Eligibility depends on the discipline, programme duration, recognition and other title-specific requirements.
Is two years of experience compulsory?
There is no universal two-year rule for every allied healthcare title. Check the current requirement for your exact category.
Can I complete evaluation before finding a job?
The professional evaluation stage can generally be pursued before employer-led licensing. Final licensing requires the relevant healthcare facility’s application.
Does passing the examination guarantee a licence?
No. You must also satisfy credential verification, eligibility and final licensing requirements.
Can I use an existing DataFlow report?
Submit your previous report details and follow MOHAP’s instructions. Transfer or additional verification may be needed.
Does MOHAP approval guarantee employment?
No. Employers make separate recruitment decisions and may require experience, interviews or competency checks.
Start by confirming your professional title and the regulator of your intended workplace. Those two checks will help you prepare the correct application.
