Kuwait Introduces KD 150 Fee to Convert Visit Visas into Work or Residency Permits

Kuwait City: The Kuwaiti government has introduced a fee of 150 Kuwaiti dinars, approximately ₹46,318, for converting a visit visa into a regular residency permit or employment visa.

The new decision has been implemented through an amendment to the Executive Regulations of Kuwait’s Foreigners’ Residency Law.

The Ministry of Interior’s Ministerial Decision No. 1091 of 2026 was published on Sunday in Kuwait’s official gazette, Kuwait Al-Youm. The decision amends certain provisions of Ministerial Decision No. 2249 of 2025.

Under the latest amendment, a fourth sub-clause has been added to Clause 9 of Article 39 of the Executive Regulations. According to the new provision, a fee of KD 150 must be paid for converting a visit visa issued under Article 16 into a regular residency permit.

However, domestic workers and other categories covered under similar provisions have been exempted from paying the new fee. These exemptions will be governed by the regulations under Article 20.

The Ministry of Interior has instructed all concerned departments to implement the amended regulations immediately.

The new rule came into effect from the date of its publication in Kuwait’s official gazette.
