Transfer of Other US state RN License to Washington application process:
Suppose if you haev an active license in state of illinois or any other state adn you wish to transfer to Washington state board of nursing . here are the steps.
Washington State Board of Nursing (WABON):

If you have an active RN or LPN multistate license (MSL) from another state, you don’t need to apply for a Washington state license. When WABON start offering MSLs in phase 2, you will need to apply for one if you change your primary state of residence (PSOR) to Washington state.

Multistate License (MSL)
Washington joined the Nurse Licensure Compact (NLC) in 2023.
- We are implementing a Washington state multistate license (MSL) in 2 phases.
Phase 1: Out-of-state MSL can practice in Washington state
As of July 24, 2023 nurses with an active MSL from another state can practice in Washington state.
Phase 2: Washington nurses will be able to apply for a MSL
We are in process of implementing phase 2.

Apply for Washington state license via Endorsement
Educated outside the USA:
English Proficiency Exam
An English proficiency exam is required for all RN and LPN applicants who completed their nursing education outside of the United States unless one of the following conditions is met:
Exemption cases for language proficiency exams:
- You can provide evidence of a high school diploma or college degree earned in the United States (official transcripts)
- You can provide evidence of at least 1,000 hours of active nursing practice in another U.S. state. U.S. work verification must be completed by your current or previous employer on company letterhead and include:
- Dates employed
- Verification of hours
- Verification that you practiced in the profession in which you are applying
- Your nursing education was completed and degree earned in one of the following English speaking countries:
- The United Kingdom
- Ireland
- Australia
- New Zealand
- Samoa
- Guam
- Mariana Islands
- Virgin Islands
- Canada (expect for Quebec)
English Proficiency Passing Scores
- English Proficiency exam passing results are only valid for two years from your test date.
- Please make sure this requirement is complete before you apply.
A passing score is required from one of the following:
- Test of English as a Foreign Language (TOEFL, IBT)
- Passing LPN score: 79 with a speaking score of 26 (institution code: 7292)
- Passing RN score: 84 with a speaking score of 26 (institution code: 7292)
- International English Language Testing System (IELTS, academic version)
- Passing LPN and RN scores:
- 6.5 with a score of 6.0 in listening, reading, writing, and speaking.
- Passing LPN and RN scores:
- The Occupational English Test (OET)
- Passing LPN and RN scores:
- Minimum score of 300 in listening, reading and writing.
- Minimum score of 280 in speaking.
- Passing LPN and RN scores:
- Michigan English Test (MET)
- Passing LPN and RN scores:
- Minimum score of 55 overall
- Minimum score of 55 in speaking

Applying by Exam (NCLEX) : For applicants those who dont ahev any license in USA.
-complete credential evaluation service through CGFNS, ERES, or otehr verifictaion services.
-If board can’t determine equivalency, then you must submit the education verification form (PDF) completed by your nursing education program.
Applying by Endorsement of otehr license:
If you already have a license in another U.S. state, please have your nursing education transcripts sent directly from one of the following:
- Your school
- One of the Nursing Commission approved evaluation companies (listed under Applying by Exam)
- Another U.S. board of nursing
Apply Online
After you have taken the English proficiency exam or provided verification, and completed any other verifications, you can apply for your Washington RN or LPN license. Apply by:
Steps to apply:
- Make sure you meet all requirements
- Have an active RN or LPN license in another state
- Or complete an approved refresher course
- Complete your verification of your initial license in the United States sent to Washington state
- Get your forms signed and ready to upload
- Complete an online application
- Pay application fee online
- Attach required forms and documents
- Any “yes” responses to personal data questions must have supporting documents, such as court documents and written statements.
- Submit your application

Submitting forms and documents
- You have 14 days after you submit your application to upload your documents online.
- After 14 days you won’t be able to access your application though SAW.

Requirements
To apply by endorsement you need to:
- Have an active RN or LPN license in another state
- Verify your initial license in the United States
- Verify active practice employment hours (this applies to non-traditional nursing education programs only)
Active License in another State
You need to have an active license in order to apply by endorsement.
If you don’t have an active license in another state, you must complete a board approved refresher program. Please indicate on the application if you are enrolled in a refresher program.
Verification of another US State License
Verify initial license in the United States
To apply by endorsement we need to verify your initial license in the United States (the state you took your exam and got your first license).
Nursys Verification
You can use Nursys to request verification of nursing license from your original state of licensure except from the following states: Pennsylvania, and California (Note: California verifies licensure for RNs but not LPNs)
- Go to Nursys.com
- Look for the Nurse License Verification for Endorsement section and click Request Verification
- Read the terms and conditions and click Agree
- Search for your name or license number
- Request to have your verification sent to Washington state
- Pay the online verification fee
Nursys will email you a receipt confirmation. Please confirm your verification was sent to Washington state.
Request verification from Pennsylvania or California (LPNs)
Pennsylvania and California (LPNs) do not use Nursys.
If you obtained your initial license from one of these states, you must work directly with their board to request verification.
- If they require you to submit a form to their office, please use the Non-Nursys verification form (PDF).
Verify active practice employment hours
If you have completed a non-traditional nursing education program, you must submit work verification of at least 1,000 hours of active nursing practice in another state.
The work verification must come directly from your current or previous employer on company letterhead and include:
- dates employed
- verification of hours
- verification that you practiced in the profession in which you are applying
