Planning to work as a nurse in Singapore? Before spending money on exam preparation or sending documents overseas, start with one question: do you have an offer from a suitable Singapore healthcare employer?

For overseas-trained nurses, SNB registration follows an employer-led route. Understanding that sequence can save you repeated applications, unnecessary courier charges and considerable confusion.

Who is eligible?

SNB requires an equivalent nursing qualification, registration in the country of training, a current practising licence, and relevant clinical practice in the home country within the preceding five years. An eligible Singapore institution with inpatient services must offer employment; its HR obtains approval to employ foreign-trained nurses and submits the application. SNB determines suitability individually.

Do not assume that a GNM diploma automatically means Enrolled Nurse, or that a BSc guarantees Registered Nurse approval. Ask employer HR to confirm the proposed category with SNB before committing to a role.

Current application process

1. Begin with the Singapore employer

Discuss the proposed nursing role, workplace and application arrangements with HR. Ask who will coordinate verification requests, pay fees and update you about outstanding documents. Keep your offer and the agreed responsibilities in writing.

2. Prepare your documents

Use the following working checklist and reconcile it with HR’s current instructions:

Documents must be clear and complete. Certified English translations are needed for other languages; where HR cannot inspect originals, follow SNB’s certified-true-copy rules.

The application form also asks about education dates, clinical training, employment history, overseas registrations and declarations. Build one accurate timeline before completing it. Check that dates agree across your certificates and employer records.

Request registration verification from your first nursing regulator and regulators in every country where you practised. Ask educational institutions to send transcripts directly. The preferred destination is [email protected], using official institutional accounts; Gmail/Yahoo are not accepted. Postal submission to SNB’s Registrar is an alternative.

3. Arrange direct verification

Before paying verification fees, confirm with HR which records are needed and how to identify your application. If a council only uses Gmail, raise the problem with HR and SNB rather than assuming that address will be accepted.

4. Employer submits the examination application

SNB’s examination guidance says the employing institution’s HR submits the examination application through NRS1.5. Following assessment and authorisation, Pearson VUE sends the candidate an Authorisation to Test (ATT). Computer-based delivery began on 28 November 2024.

Creating a Pearson VUE account is not a substitute for this approval. Avoid buying an examination booking service that promises to bypass the employer and SNB authorisation stages.

5. Book through Pearson VUE after ATT

After the ATT arrives, create or access your SNB Pearson VUE account, choose an available test centre and date within the authorised period, and complete payment. Keep the confirmation. Bring your original, valid passport with details matching the examination record; digital copies are insufficient. The examination uses multiple-choice questions with a 60-minute time limit and an on-screen calculator. Results go to the prospective employer.

Use the SNB-specific test-centre search before planning travel. A city having a Pearson VUE centre does not guarantee an available SNB appointment there.

6. Complete the remaining registration requirements

SNB may require competency assessment and/or provisional registration or enrolment. Overseas applicants receive the application outcome through their employer. SNB does not work directly with employment agents.

Follow the approval letter carefully. Passing an examination should not be treated as permission to start nursing work: a valid Practising Certificate is required before commencing practice.

Examination rules candidates should know

The SNB computer-based testing FAQ states:

• Two examination attempts are allowed.
• A passed examination result is valid for five years.
• ATT is usually four months, but the dates in the individual email control.
• After failure, HR must support and submit a fresh application; the next ATT period begins six months after the previous examination.
• Arrive 30 minutes before the appointment.
• SNB indicates results are released to HR within two to three days.

These are different time periods: result validity does not extend an expired ATT or create a five-year right to practise. Always read the latest ATT and booking conditions before paying.

What should you study?

Use SNB’s current RN test plan as your starting point. It covers legal and ethical practice, professional nursing care, teamwork, delegation, and continuing professional development. Clinical areas include emergencies, respiratory care, medicines, infection prevention, mental health, diabetes, older-person care and palliative care.

For preparation, work through clinical scenarios and explain why one action takes priority. Practise medication calculations, patient assessment, escalation and safe delegation. A useful revision session should improve your reasoning, rather than simply increase the number of answers memorised.

SNB fees: RN and EN

The official fee schedule lists the following amounts in Singapore dollars:

Subtotals assume one examination and one year at the published PC rate. They are calculations from the fee schedule, not an all-inclusive package quotation. Confirm the actual amount requested at each stage.

Budget separately for any council verification, transcripts, certification, translation, courier, travel, accommodation and preparation costs. Ask your employer which expenses it covers. Retakes and additional requirements can change the total.

Is IELTS or OET compulsory?

The current public foreign-trained applicant guidance reviewed for this article does not specify a universal IELTS/OET score. Therefore, do not rely on an advertised score as an SNB rule without written confirmation. Ask employer HR whether your recruitment route or individual assessment requires language evidence.

Prepare to communicate safely in English regardless of whether a separate test is requested: explaining symptoms, documenting care, receiving handover and escalating concerns are everyday clinical tasks.

How long does the process take?

SNB’s registration FAQ gives an average of four weeks for complete, orderly documentation, with longer review possible for complex cases or peak periods. This is not an end-to-end relocation promise.

Allow separately for recruitment, institutional responses, direct verifications, exam authorisation, appointment availability and any post-exam requirements. Ask HR which stage your application has actually reached instead of counting only from the day you first sent documents.

Practical questions

Can I apply independently without a job offer?

For this foreign-trained route, start with an eligible employer. Do not confuse instructions for Singapore-trained graduates with the overseas-trained pathway.

Can an agency submit the examination application instead of employer HR?

The CBT FAQ says examination applications must be submitted by HR. A consultant’s preparation support does not replace that responsibility

I work in Saudi Arabia or the UAE. What should I do first?

Prepare your education, registration and employment timeline and discuss your eligibility with the prospective Singapore employer. Tell HR about all countries of practice, any expired registrations and employment gaps before requesting documents.

What if my ATT email does not arrive?

Check spam and ask HR to verify the email submitted. If the details are correct, HR should escalate to SNB.

Can I start work immediately after passing?

Wait until the required registration and valid Practising Certificate are in place, and coordinate employment clearance with HR.
