Michigan offers a flexible pathway for internationally educated nurses (IENs) to apply for RN or LPN licensure, even without a Social Security Number (SSN) initially. However, a full license will only be issued once an SSN is submitted.

1️⃣ Eligibility Requirements
To apply, you must:
- Hold nursing education equivalent to a U.S. RN/LPN program
- Pass the NCLEX-RN or NCLEX-PN exam
- Submit a CGFNS CES Professional Report
- Provide English proficiency scores if your education was not in English
- Complete fingerprinting and background check
2️⃣ CGFNS CES Credential Evaluation
Apply at www.cgfns.org and submit:
- Degree/diploma certificate
- Nursing transcripts (directly from school)
- License verification from all countries/states
- Identity documents

5️⃣ English Language Proficiency
Required if your nursing education was not in English.
Accepted tests:
Test Required Score TOEFL iBT 84 overall, 26 in Speaking IELTS 6.5 overall, 7.0 in Speaking OET (Nursing) Grade B in all 4 subtests PTE Academic 55 overall, 60 in Speaking 🎓 Waiver possible if educated in English-approved countries.
6️⃣ Fingerprinting & Criminal Background Check
- After application, you’ll receive an ID number
- U.S. applicants: use IdentoGO
- Fee: $62.75 USD
- International applicants: use FBI card fingerprinting
7️⃣ What If I Don’t Have an SSN Yet?
You can:
- Apply and take NCLEX
- Hold a temporary/incomplete license
But you cannot work without submitting an SSN.🛂 Options:
