If you’re a foreign-trained Clinical Measurement Physiologist and planning to work in Ireland, it’s important to go through the official qualification recognition process governed by the Health Service Executive (HSE) and supported by the Irish Institute of Clinical Measurement Physiology (IICMP).What is Qualification Recognition?

Who Regulates This Process?

Since June 24, 2024, the HSE is responsible for reviewing and approving entry-to-practice qualifications for Clinical Measurement Physiologists. The IICMP helps by collecting required documents and advising the HSE based on current professional standards.

🏛️ Final decisions are made by the HSE, with full endorsement from the Department of Health, Ireland.

📅 Important Update (Effective January 28, 2025):

All applicants must submit the latest version of the application form (V25001) for international qualification recognition.

How to Apply – Step-by-Step Guide

📌 Step 1: Preparation

  • Carefully read the Application Guidance Notes and the latest version of the International Qualification Application Form (V25001).
  • Ensure you meet eligibility criteria to practice in your home country.

📌 Step 2: Complete the Application Form

  • The form must be typed electronically – handwritten forms will not be accepted.
  • Complete all sections and sign the necessary declarations.

📌 Step 3: Gather Required Documentation

  • Obtain certified copies of your qualifications, transcripts, training, and employment records.
  • Section 3 must be sent directly from your university to: [email protected]
  • Section 6 must be sent from your current or most recent employer to the same email.

📄 Required Supporting Documents:

Personal Details:

  • Previous Names: Submit a certified document (e.g., marriage certificate) if your name has changed.
  • Birth/Adoption Certificate: Certified, legible photocopy is required.
  • Passport: Provide a certified colour copy of the front and photo page.
  • Home Address: Must be your personal residence; agency addresses will result in application return.
  • Phone & Email: By providing these, you authorize contact via these methods. Use a personal email.

Authorisation Details

  • Provide full contact information of individuals who certified your documents:
    • Solicitor/Notary
    • Translator
    • University Representative
  • Each certifier must send a confirmation email to: [email protected]

1. Proof of Identity

  • Certified colour copy of the front and photo page of your passport.

2. Birth Certificate

  • Certified copy of birth or adoption certificate.

3. Change of Name Document (if applicable)

  • Certified copy of marriage certificate or other official name-change document.

4. Certificate Qualification(s) Awarded

  • Certified by your college and emailed directly from an official institutional email to:

  • List of all course modules, grades, practice placements, and course duration.

6. Course Syllabus / Transcript

  • Shows course content, learning outcomes, practical placements, and methods of assessment.

7. Internship Certificate

  • Certified evidence of practice placements.
  • Emailed directly from the university.

8. Research Thesis

  • PDF copy of each research thesis submitted for the academic qualification.

9. Additional Qualifications

  • Certified copies of certificates/transcripts of any post-qualifying education or training (with QQI/NARIC certification).

10. Erasmus Documentation (if applicable)

  • Includes: Application form, Learning Agreement, Confirmation of Attendance, Transcript of Records, Erasmus Survey.

  • Confirming the academic level of your qualification in Ireland.

12. Evidence of Eligibility to Practice

  • Certified letter from the competent authority in your country confirming that your qualification allows you to practice as a Clinical Measurement Physiologist.

Note: A Third Level Institution is not a competent authority.

Provide certified documentation from the competent authority in your country confirming your eligibility to practice.

The regulatory body must also email a written statement and, if applicable, your registration certificate to [email protected].

13. Confirmation by Educational Institute

  • Section 3 of the form must be completed, signed, and stamped by your university and emailed from an official university email.

14. Confirmation by Employers

  • Section 6 of the form must be completed by your most recent employer and emailed from the employer’s official email.
  • Previous employers can also submit confirmation with a stamp for additional verification.

15. Declarations

  • You must complete and sign the declaration to confirm all information is accurate.

16. Consent to Background Check

  • Complete and sign the relevant section.

17. Certified Translations (If Required)

  • Documents not in English must be translated by an official translator.
  • Translator must email a confirmation to:

  • If university documents are not in English, original language versions can be sent by the university.
  • You must send signed English translations separately.

19. Application Fee

  • Double-check using the checklist to ensure no documents are missing.
  • Pay the non-refundable application fee of €410 via the IICMP website.

Timelines You Should Know

  • Within 2 Days: You’ll receive an acknowledgement of your application.
  • Within 1 Week: You will be informed whether your file is complete or missing documents.
  • Within 6–8 Weeks: Once your application is considered complete, a final decision will be issued by the HSE.

Processing Stages Explained

🔍 Stage 1: Initial Review

The IICMP checks your application for missing documents and verifies the submitted information.

📝 Stage 2: Qualification Assessment

Your academic and clinical experience is assessed against Irish standards. If deficits are identified, any additional training or post-qualification experience may be considered to cover those gaps.

Qualification for Recognition

Submit details of your undergraduate and/or postgraduate qualifications:

  • Certificate of award
  • Academic record
  • Course transcript (syllabus)
  • Internship certificate

These documents must be emailed directly from your university to [email protected], stamped and signed on every page.

Additional Notes:
  • If Erasmus was part of your study, include Erasmus-related documents.
  • Fill in course year, subject descriptions, methods of assessment, and module syllabus page numbers.
  • Detailed information is mandatory. Applications lacking details will be returned.
Erasmus Details
  • If applicable, include:
    • Erasmus+ application
    • Learning agreement
    • Confirmation of attendance
    • Transcript from host university
    • Participant survey
Course Details
  • Detailed descriptions of each subject, including:
    • Year of study
    • Course content
    • Exam/assessment methods
    • Corresponding syllabus page number
  • Module titles alone are not accepted.
Practice Placements
  • Provide detailed entries for each continuous block of placement.
  • Information must include:
    • Duties
    • Core skills and knowledge
    • Diagnostic tests performed (500+ words per placement)
  • Supervisor’s title and position must be listed.
  • Each table must be fully completed, numbered, and in chronological order.

Competency in Clinical Test Areas:

Complete only one table corresponding to your selected discipline.

For each competency, list:

  1. Physics and Instrumentation
  2. Anatomy and Physiology
  3. Clinical Theory

Include:

  • Reference to course syllabus page numbers
  • Approximate placement hours
  • In-depth description of skills learned in healthcare settings

📄 Stage 3: Outcome

You’ll be notified of the result:

  • Full recognition,
  • Refusal, or
  • Recognition with required additional qualifications/training.

⚠️ If further information is requested and not provided within 3 months, your file will be closed.

Additional Post Qualifying Education

  • Submit certified transcripts/certificates for any further studies undertaken after your main qualification.
  • Must be from a recognized Higher Education Institution.
  • Professional exams are not accepted.
  • A QQI/NAIRIC certificate is required.
  • Supporting documents must be emailed directly by the university to [email protected]

Post-Qualification Employment:

  • Provide detailed records of relevant employment post-qualification.
  • Must be listed in reverse chronological order.
  • Use one table per position and ensure it is stamped by the employer.
  • If no experience, state “Not Applicable”.

Declaration:

  • The successor university or governing education body,
  • Your Ministry of Education, or
  • Your national Professional Body or Competent Authority.
